tioner; Colonel John Swing, late of Har
ris & Swing, and Mr. George Sheppard,
the present City Clerk. Captain Dravo is
well known throughout the district, and
is.at present a member of the Legisla
ture. He is claimed to be Senator
Quay's choice. Mr. "Vogelson is strongly
lacked by the Grand Army and many business
men. Colonel Swing is a native of Washing
ton county, and, it is said, will get the support
of Secretary of State James G. Blaine. Mr.
Sheppard lias not heretofore been announced,
but he is said to have quite a promiscuous
backing.
"It is conceded that the "Marsbalship is held
by Senator Quay. He has a personal friend.
sand that friend is supposed to be State Senator
Rutan. This office is sought for by several
counties.
ONE CONCESSION' AND A FIGHT.
"The District Attorneyship is conceded to
Walter Lyon, Esq.
.The fight for the postofflce, as Is well Known,
is between Can tain J. S. McKean and Council-
'man H. P. Ford. It is said that previous to a

of this county it was taken for granted that
Captain McKean's early appointment was as
sured; but the visit evidently deferred whatever
. arrangement or understanding was previously
sad. The report is that particular attention
was called to the capability of the present In
cumbent, Mr. Larkin, and it was contended
that, in the proper interest of civil service re
form, it was fitting to retain him until he has
served out bis full term. On the-other hand,
it is claimed that there is no tenure of office for
a postmaster any more than in many other of-fii-eswhere
a commission simply runs during
pood behavior, or during the pleasure of the
Executive.
"As to the Collectorship of Internal Rev
enue, it is said the friends of Sam Warmcastle,
of the East End. think that he will be appointed
this week. Mr. Warmcastle is at present
freight agent of the P. & C Ry and a member
ot City Council. If it is a fact that he will be
sppointed,the question may arise as to whether
Judge White's ruling relating to the combina
tion ot Councilmen and saloon keeper applies.
Silas M. Bailey, ex-State Treasurer, who re
sides In Fayette county. Is also a candidate.
Whether he has other backing than that of the
Congressman of his district and the people of
. bis county remains to be seen.
A MAN OF EXPERIENCE.
"Frank P. Case, for a time Collector of this
district, is also a candidate, backed by this and
several other counties of the district, and by
numerous influential Republicans. There is
no question as to his standing as a Republican;
'indeed he is a stalwart; but there Is some dis
pute as to whether he is oris not a ringster. A
' Mr. Chamberlain claiming to be now a resident
of Allegheny City, Cut hailing from Beaver
i county, where bis family is still, is also an
vnounccd as a candidate, Mr. Kline.of Mercer,
is the most recent candidate mentioned in this
connection.
."These several applicants, aside from their
,omi efforts to secure the Indorsement of our
i " two ..Senators, are backed bv the respective
Congressmen of their several districts. There
are eight Congressional districts In this collec
tion tiiBtrict, and each Congressman in whose
district there is a candidate is naturally enlist
ed for that individual, leaving the field to the
others.
."While the postofflce fight overshadows
everything else at present, the next in import
ance is that for the Internal Revenue Collector-'
ebip. After these things are settled the grand
scuffle for the minor positions will begin, and
that is liable to be equal in intensity to the
scramble for the principal places."

A Salt Against the Erie for Refusing Coal
Cars to Cincinnati One Victory for the
Defendant la Scored.
Messrs. Riddle, Dean & Co., yesterday
brought snit in the United States Court,
under the inter-State commerce act, against
the SX., li. E. & "W. E. E. Co. The
plaintiffs are agents for the sale of coal on
j commission for mines near Pittsburg. In
November, 1887, they claim, they received
i orders from Cincinnati for coal, and placed
the order with mines on the P., C. & Y. R.
R., a branch of the P. t L. B. R. R. The latter
road connects rflth the N. YnP. fe O. R. R,
"operated by the defendant, at Youngstown. On
September 28, 1887, a coal tariff was Issued,
from the mines of the P., C. & Y. and P., McK.
AY.a R.'sto points on the N. Y., P.4 0.R,
Rlncluding Cincinnati, at SI 70 per ton. Act
ing under the tariff, the plaintiffs gave an order
to the railroad company for five cars per day to
4 fin their order.
. ' At the same time the Lake Shore mines on
the Pittsburg, McKeesport and Youghiogheny
--,RaiIroad gave an order for from five to ten
-'cars per day with which to supply an order
irom Cincinnati A few days later the railroad
.. company issued an order to stop all cars en
route and to load no more with coal for Cin
. cjnnati. On January 3, 1S8S, they withdrew the
,.' rates to Cincinnati on coal and refused cars for
'there, having stopped shipments for that point
in the meantime.
The orders of the Lake Shore mines, how-
;ever, were filled, and their shipments cared for
wiby the Lake Shore and Michigan Southern
jBa!lway Company. The plaintiffs claim dam-
laces, by reason of the treatment received from
its New York, Lake Erie and Western Rail-
ar Company, to the extent of $10,290. the
amount of loss on that contract.

The Chamber ot Commerce Favors tho
Wathlngton Exposition and Commercial
Union Also the Ohio Ship Canal.
At the meeting of the Chamber of Com
merce held yesterday Captain "W. P. Her
bert reported the distribution to seven
sufferers of the proceeds received from the
sale of the silver brick donated to the suf
ferers by the "Wood street accident in
January. William C. Lyne, Manager of the
National Life Insurance Company, was elected
a member of the Chamber.
On motion Mr, Anderson read a com
munication from the Secretary of the Exposi
tion ot the Three Americas, to be held In
Washington in 1892. The letter asked that
three additional members of the Chamber be
appointed on the general committee, aside
from. the President and Secretary. Messrs. An
derson, Miller and Batchelor were so ap
pointed. Mr. Anderson also said he had received a
letter from the Hon. Erastus Wlman, of New
York, in which the latter said that he would be
in this city in the course of two or three weoks
and would like an opportunity to meet the
Chamber and speak to them and other business
men in regard to a commercial union with
Canada. The superintendent was instructed to
write Mr. Wlman and agree on a date.
Mr. Jackson read a letter of Inquiry sent the
Chamber by the Commercial Club of Burling
ton, Iowa, which caused considerable merri
ment ly reason of the great number of ques'
tions asked on what business men consider
very private affairs. The writer wanted to
know the price of coal to gas companies, and
what proiit there was In it; what it cost to
make the gas, and what consumers were
charged; the number of electric light com
panies in the city, their charges and how their
charters were worded. There were some SO
questions asked in the letter that would have
necessitated one man working a month to
answer, and with good humor, the letter was
turned over to the Committee on Statistics.
The resignation of Captain William McClel
land, of the board, was not accepted. He in
tends to be absent from the city for somo time,
and thought it best to resign. He was given
leave of absence for the time.
Colonel K. P. Roberts offered quite a lengthy
and strong resolution, supporting legislative
hill No. 865. for the proposed ship canal from
Lake Erie to Beaver, and it was adopted. It
sets forth not only the great advantage to
Western Pennsylvania shipping interests, but
to those of the great Northwest, which snch
a project would assure, and therefore urges,
first upon the Legislature, then upon Congress,
its importance and value.
THE SUCCESSFUL BIDDERS.
Firms Who Furnish Printing, Feed and Re
pairs to the City.
The Department ot Awards met yesterday
afternoon, Mayor McCallin presiding. Bids
were opened for the following contracts:
Printing 300 copies of the report of the De
partment of Public Safety for 1SSS. 600 copies
of the report of the Bureau of Health for 1SSS,
and 500 copies of the report of the Board of
Health for 18S7. Best & Co. received the con
tract for printing the Board of Health, 18S7 re
port, at S4 75 per page; W. T. Nicholson got the
Public Safety and Health reports for 18S8, at
Jl 85 per page.
The contract for furnishing flour and feed to
Department of Charities was awarded to Mar
shall, Kennedy fc Co. at the following figures:
Eight hundred barrels of flour. SJ 15 per barrel;
0 barrels Graham flour at H 15; 40,000 mid
dlings at $14 per ton; 50,000 pounds of bran at
$14 pet ton; 10,000 pounds of oil meal at $30 per
ton; 10,000 of screenings at 16 per ton; 6,000
pounds of corn meal, 50 cents per bushel.
Olnhansen Bros, were awarded the contract
for repairing and plumbing No. 11 engine
house at $105; William Eerr & Sons were
awarded the contracts for remodeling and
painting the third floor of No. 3 engine house
at $1,180, and remodeling and painting No. 10
engine house at $3,850; John Wall got the con
tract tor filling and building an extra founda
tion for No. 4jpolice station. Fourteenth ward;
Studebaker Bros., South Bend, ind., were
awarded the contract of furnishing three two
horse street sprinklers, with a capacity ot 750
gallons each, at $3Sa each, and one single horse
sprinkler, with two attachments, at $325. The
contract for furnishing cement was awarded to
the Pennsylvania Manufacturing Company.
Five Toush Kids In Saspene.
There was to have been a bearing before Al
derman Hartman last night In the case ot five
boys who were charged with breaking windows
in the St. Cialr schools and stealing goods from
the schoolrooms. P. M. Carr, the prosecutor,
failed to appear, and the case was held over.
