MANY CHANGES NECESSARY.
Inefficient Railway Mall Clerks HaTo to
Make Way far Their Betters.
Washington, April 17j. Since March
4, about MO changes have been made in the
personnel of the railway mail service. First
Assistant Postmaster General Clarkaon, in
peaking of the matter to-day, said that it
has been the policy of the department to
displace incompetent clerks and appoint ex
perienced and thoroughly efficient men who
left the service during the last administra
tion, where such were available, and desir
ous of re-entering the service. Of course,
he said, men whose faculties have become
impaired or whose thorough fitness has be
come questionable, will sot be reinctatcd.
The railway mail service, Mr. Clarkson
continued, requires men not only of superior
intelligence, but men whose faculties are in
perfect working order; men who possess
every requirement of the service are com
paratively few and are not easily secured,
out when such are found they should be re
tained in the service as long as possible.
Efficiency in the postal service can be ob
tained only after a long struggle and to re
move such men to make places for political
favorites, irrespective of their fitness, is a
publio wrong and should not be tolerated
by the public.
The Assets of a Tea Company.
Nebbaska Cut, April 17. The Great
American Tea -Company, of this city, is in
the hands of the sheriff and the manager
has disappeared. Investigation shows that
the entire stock consisted of nothing but
sawdust. The liabilities are unknown.

Section 1 Be It ordained and enacted by the
city of Pittsburg in Select and Common Coun
cils assembled, and it is hereby ordained and
enactedy the authority of the same. That
'the nortx-5-footline of Rutledge street be, and
the same shall be located as follows, to -wit:
Beginning at the center line of Fingal street
at a distance of 620.06 feet from the south 5-foot
lineof Greenleaf street; thence deflecting to
tbe right 89 51' for a distance of 4(9.92 feet to
tbe west 5-fooc line of Republic street; thence
deflecting to the left about 67 along said 5-foot
line of Republic street for a distance ol 78 feet
more or less to a point; thence deflecting to tho
right 89 51' for a distance of about 1.000 feet to
the west line ot Orieoa alley, and said street
shall be a width ot 40 feet, or in accordance
with A A C. Shaler's Plan of Lots recorded in
Original Plan Book, vol. 5, page 271, and vol. 6,
pages 134 and 135, on file in the office of the De
partment of Public Works.

bo and tbe same is hereby vacated from Penn
avenne (formerly the Greensburg and Pitts
burg Turnpike road) to William street in said
plan, except so much thereof as is included
withinjho lines of Dearborn and Dauphin
streetslnd Gem. Alhambra and Jordan alleys,
as laid out and located by the city of Pittsburg,

N ORDINANCE-REaULATING BALLS
in tbe city ot Pittsburg.
Sectf oitl Be it ordained and enacted by tbe
city of Pittsburg, in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by tbe authority of the same. That any
person or persons, societies, clubs or corpora
tions within tbe limits of tbe city of Pittsburg,
desiring to give a ball, shall apply in writing to
the Superintendent of tbe Bureau of Police,
setting forth the time, character and place of
holding the same, such application to be made
at least three days before the time designated
for holding tbe same.
Section 2 Permits or licenses to hold Balls in
OFFICIAL PITTSBURG.
tbecltyolPittsbnrg shall be granted under
license issued therofor by the Superintendent
of the Bureau of Police, subject to the ap
proval of the Chief of the Department of Pub
lic Safety.
Section 3 The Superintendent or Assistant
Superintendent of the Bnreau ot Police, the
Inspector or Captain of Police In the district
in which any ot such balls shall be given shall
have the power, and it shall be their duty to
cause the room or rooms occupied for said pur
poses to be vacated wnenever any Indecent act
shall be committed, or when any disorder of a
gross, violent or vulgar character shall take
place therein.
Section 4 In case of a violation of any of the
provisions of this ordinance the person or per
sons, societies, clnba or corporations so viola
ting shall upon conviction before any Police
Magistrate ue liable to a fine not exceeding 150
for each and every offense, aud in default of
payment thereof shall be committed to the
Allegheny County Workhouse for a period not
exceeding 30 days. Provided, That the pro
visions of this ordinance shall not apply to
private or charity balls, the Superintendent of
Police to be the judge of this provision as to
what is private and what is charity.
Section 5 Tbat any ordinance or part of or
dinance conflicting with the" provisions of this
ordinance be and tbe same is hereby repealed
so far as tbe same affects tbis ordinance.

N" ORDINANCE-AUTHORIZING THE
construction of a sewer on Carey alley,
from end of present sewer near oast line of
South Twenty-ninth street for a distance of 450
feet westwardly.
Section 1 Be it ordained and enacted by the
city of Pittsburg in Select and Common Conn
cils assembled, and it is hereby ordained and
enacted by tbe authority of the same. That the
Chief of the Department of Public Works be,
and is hereby authorized and directed to ad
vertise in accordance with tbe acts of Assem
bly of the Commonwealth of Pennsylvania and
the ordinances of tho said city of Pitt'sburg re
lating thereto and regulating tbe sam e, for pro
posals for the construction of a pipe sower on
Carey alley, commencing at the end of the
present sewer near the east line of South
Twenty-ninth street, thence westwardly for
a distance of 235 feet it shall be 15
inches in diameter, and from thence a distance
of 215 feet, it shall he 12 inches in diameter, to
crown of alley near South Twenty-eighth street,
the contract therefor to be let in the manner di
rected by tbe said acts of Assembly and ordi
nances. The cost and expense of tbe same to
be assessed and collected in accordance with
tbe provisions of an act of Assembly of the
Commonwealth of Pennsylvania, entitled, "An
act authorizing and directing Councils of cities
of the second class to provide lor the improve
ment of streets, lanes, alleys and public high
ways, sewers and sidewalks, requiring plans of
streets, providing for the appointment of a
Board of Viewers of Street Improvements, pre
scribing their duties, granting appeals to Coun
cils and Court, providing for the assessment
and collection of damages and benefits, author
izing the use of private property and providing
for filing liens and regulating proceedings
thereon, and prohibiting the use of publio

Section 1 Be it ordained and enacted by tbe
city of Pittsburg, lu Select and Common Coun
cils assembled, and it is bereby ordained and
enacted by the anthority of the same, Tbat the
City Engineer be and is hereby authorized and
directed to advertlse-for proposals for tbe con
struction ot a boardwalk on the south s'de of
Virginia avenue, from Ulysses street to Bigham
street, and on the north side of Virginia ave
nue, from Bigham street to Oneida street, and
to let the same lu the.manner directed by an
act concerning" streets approved January 0,
1864, and the several supplements thereto and
ordinances of Councils relative to the same.
Tbe cost and expense of the same to be assessed
and collected in accordance with the provisions
of an act of Assembly, entitled "An act con
cerning streets and sewers in the city of Pitts
burg," approved January 6, 1864, and the sev
eral supplements thereto.
Section 2 That any ordinance or part ot or
dinance conflicting with the passage of this or
nance at the present time be and tbe same is
hereby repealed so far as tbe same affects this
ordinance.

Section 1 Be it ordained and enacted bv the
city of Pittsburg, in Select and Common Coun
cils assembled, and it is bereby ordained and
enacted by tbe authority of the samp. That
Leila street, from Boggs avenne to Washington
avenue, south, be and the same is hereby lo
cated as follows, to wit: The south five-foot line
shall begin at a pin on the west five-foot linp of
Boggs avenue, at a distance southerly ot 194.22
leetiroma stone monument situated on tne
first angle north of Leila street, thence deflect
ing to the left 94 42' 40" for a uistance of 9S8.76
feet to a pin, thence deflecting to tbe right 13
46' for a distance of about 610 feet to center
line of Washington avenne, south, or city line
and said street shall be of a width of 40 feet.
Section 2 That any ordinance or part of or
dinance conflicting with tho provisions of this
