He Advise Commissioners Net to Sell tbe
Old County Buildings.
f -Yesterday Judge Ewing Trrote a letter to
tie County Commissioners, taking a posi
tion ajrainst the sale of the county property

for it. The letter is appended:

Giktxemen Among the recollections of
ray boyhood Is that of a discussion among cer.
Sin farmers about the then new Court Souse
and Jafl. the building of which seemed to be
approved, except that Its location TOtacon

be fuUy occupied for 100 years. It had to be
enlanred in about SO years.
When the Workhouse -was troilt with
..ii.if fm inmates, it was reasonably
snrmosed to be sufficient for the requirements
it has been enlarged twice ana has been oc
casionally overcrowded with Its Increased ac
commodations. .....
About 1870 it was found absolutely necessary
to increase the Court House and jail accom
modations. This was done by erecting a new
jail on the Boss street end of the lot, and tak
ing the first story of the old Jail for the Pro
thonotarys office and the second story for the
Criminal Court's room.
The improvements had not been occupied
three years until further room was required,
which was supplied In town by building a
Sheriff's office, an addition to the Prothono
tary's office, and a building for the Commis
sioner's office. BefQre tbe fire of Mav 7, 1SS2,
which destroyed the Court House of 1837-40, the
county's business had again outgrown the ac
commodations. Both Court House and jail
were overcrowded. The growth of the popula
tion and business of Allegheny county in the
past 23 years has been so rapid that, until the
building of the new Court House and jail, the
projectors of erection and Improvement of
county buildings failed In every case to antici
pate the future requirements of the county.
So much for the past.
The growth of the countv within the past ten
yean Indicates that, with another 5 yean, more
room will be needed for public buildings. In
my opinion, the year A. D. 1900 will see the nec
essary occupation of every room in the present
Court Houe, and. in the then near future, ad
ditional room and accommodations will be re
quired. No better or more convenient location for
such accommodations can be found than the
University lot, now owned by the county.
In my opinion the property should not be
sold, but rented for a term of 20 or 25 years, or.
for a shorter time, if deemed advisable.

Bedford and Herron Hill pumping stations,
from tbe loth day of April. 1SS9, until the 15th
day of April, 1890, to be delivered at the differ
ent works; also for furnishing and delivering to
Brilliant pumping station. A. V. R. R., four
brass packing rings, each 65-inch outer and 61
inch inner uiameter, and three and three
quarter inches wide, finished sizes, to be com
posed of nine parts copper and one part tin, to
be bored and turned so as to make steam
tight joints. Probated bonds as follows:
Brilliant Pumping Station, twenty-five
thousand dollars; Herron Hill Pumping
Station, five thousand dollars: Bedford
Pumping Station, five thousand dollars,
packing rings, five hundred dollars, must
accompany each bid and tbe bondsmen must
be property holders residing in Allegheny
county. No bid will be considered unless ac
companied by bonds In the above amounts,
probated before the Mayor or City Clerk.

license at this office forthwith. All licenses not
paid on or before first Monday in March, 1888,
will be placed in the hands of police officen for
collection, subject to a collection fee of 50
cent and all persons neglecting to pay on or
before first Monday In May, 1889. will be sub
ject to a penalty double the amount of the
license, to be recovered before tne proper legal
authorities ot said city. The old metal plate of
last year must be returned at the time licenses
are taken out, or 25 cents additional will be
charged on tbe license. Rates of license: Each
one-horse vehicle, 16 00; each two-horse vehicle,
10 00: each four-hone vehicle, S12 00: each four
hone back, f 15 00: omnibus and timber wheels
drawn by two horses, 10 00. One extra dollar
will be charged for each additional hone used
in above specified vehicles.
