About 1870 it was found absolutely necessary to increase the Court House and jail accom modations. This was done by erecting a new jail on the Boss street end of the lot, and tak ing the first story of the old Jail for the Pro thonotarys office and the second story for the Criminal Court's room. The improvements had not been occupied three years until further room was required, which was supplied In town by building a Sheriff's office, an addition to the Prothono tary's office, and a building for the Commis sioner's office. BefQre tbe fire of Mav 7, 1SS2, which destroyed the Court House of 1837-40, the county's business had again outgrown the ac commodations. Both Court House and jail were overcrowded. The growth of the popula tion and business of Allegheny county in the past 23 years has been so rapid that, until the building of the new Court House and jail, the projectors of erection and Improvement of county buildings failed In every case to antici pate the future requirements of the county. So much for the past. The growth of the countv within the past ten yean Indicates that, with another 5 yean, more room will be needed for public buildings. In my opinion, the year A. D. 1900 will see the nec essary occupation of every room in the present Court Houe, and. in the then near future, ad ditional room and accommodations will be re quired. No better or more convenient location for such accommodations can be found than the University lot, now owned by the county. In my opinion the property should not be sold, but rented for a term of 20 or 25 years, or. for a shorter time, if deemed advisable.
