In view of the fact that an appropriation
ot 510,000 has been granted to the city for
the purpose of vaccination, a tour among
"the city physicians was made yesterday lor
the .purpose of learning how many people
there are in need of vaccination.
From these inquiries made some very
startling information was received, which
gives a striking illustration of the fact that
an epidemic of smallpox in this city would
find the greatest facilities for spreading over
every ward in Pittshurg with the most un
interrupted rapidity.
The vaccinating physician of the Eight
eenth ward, in a conversation with a report
er of this paper, said last night:
"Vaccination has been too much neglected
in this city. There has not been a general
vaccination tour made here for several
years, and it is astonishing how many peo
ple there are unprotected against the
ravages of smallpox. Of course the fact
that

here prevents a general vaccination from
being ever very successful. Still one would
suppose that among intelligent people, such
a law would be entirely unnecessary. But
you would b greatly surprised to hear the
stupid excuses and objections, that are of
fered by people when you approach them
with the subject of vaccination.
"It seems to me astonishing, and makes
me lose faith in the existence of ordinary
common sense, when a man tells me that he
does not believe in vaccination being a pre
ventive of smallpox simply on the ground
that if he is destined to have that disease,
he will get it anyhow, vaccination or no
vaccination.
"I tell vou if once an epidemic of small
pox would swoop down upon the city, these
people who now laughingly scon" at vac
cination, on the plea ot predestination,
would be very much surprised. That such
danger is imminent, is made more and
more apparent to me every day. There is
ample material for it all over thp city. Let
my own ward serve you as an example for
all of them in Pittsburg.
THE HEAVY PERCENTAGE.
"From my personal investigation, I find
that there are about 400 people living in
this district alone who have never been
vaccinated. Just think of it, 400 And
there are families of them, of 6, 8 and
10 members, and all of them susceptible to
smallpox. Imagine for one moment what
ravages the disease would make among
those families if an epidemic were to break
out here. They are utterly unprotected.
Most of them are poor working people, and
cleanliness is not one of the characteristics
of many of the people in this part of town.
"Xow if we accept the fact that there are
200 people in every ward in the city of
Pittsburg who have never been vaccinated
an estimate very low you have 7,200 people
liable to take smallpox at any time, and if
once this dreadful disease has taken root,
there is no knowing where it will ter

Section 1. Be it resolved by the Senate and
House of Representatives of the Common
wealth of Pennsylvania in General Assembly
met, That the following amendment is pro
posed to the Constitution of the Common
wealth of Pennsylvania, in accordance with
the Eighteenth Article thereof:
AMENDMENT.
There shall be an additional article to said
Constitution to he designated as Article XIX,
as follows:
ARTICLE XIX.
Tbe manufacture, sale, or keepingforsale of
intoxicating liquor, to be used as a beverage,
is hereby prohibited, and any violation of this
prohibition shall be a misdemeanor, punish
able as shall be provided by law.
1 The manufacture sale, or keeping for sale, of
intoxicating liquor for other purposes than as
a beverage may be allowed in sueh manner
only as may be prescribed by law. The Gen
eral Assembly shall, at the first session suc
ceeding the adoption of this article of the Con
stitution, enact laws with adequate penalties
for its enforcement.

Souse of Representatives of the Commonwealth
of Pennsylvania m General Assembly met
That tbe following is proposed as an amend
ment to tbe Constitution of the Commonwealth
of Pennsylvania In accordance with the pro
visions of the eighteenth article thereof:
AMENDMENT.
Strike out from section one, of article eight,
the four qualifications for voters which reads
as follows:
"If twenty-two years of age or upwards, he
shall have paid, within two years, a state or
county tax, which shall have been assessed at
least two months, and paid at least one month
before the election," so that the section which
reads as follows: .-
"Every male citizen, twenty-one years of age,
possessing the following qualifications, shall be
entitled to rote at all elections:
First. He sball have been a citizen of the
United States at least one month.
Second. He shall have resided in the State
one year (or if, having previously been a quali
fied elector or native born citizen of the State,
he shall have removed therefrom and returned,
then six months) immediately preceding the
election.
Third. He shall have resided in the election
district where he shall offer to vote at least two
months immediately preceding the election.
Fourth. If twenty-two years of age or up
wards, he shall have paid, within two years, a
state or county tax, which shall have been as
sessed at least two months and paid at least
one month before the election," shall be
amended, so as to read as follows:
Every male citizen twenty-one years of age,
possessing the following qualifications, shall
be entitled to vote at the polling place of the
election district of which he shall at the time
bo a resident and not elsewhere;
First, He shall have been a citizen of the
United States at least thirty days.
Second. Ho shall have resided in the State
one year (or if, having previously been a quali
fied elector or native born citizen of the State,
he shall have removed therefrom and returned,
then six months) immediately preceding the
election.
Third. He shall have resided in the election
district where lie shall offer to vote at least
thirty days immediately preceding tbe elec
tion. Tbe legislature, at the session thereof
next after tbe adoption of this section, sball,
and from time to time thereafter may, enact
laws to properly enforce this provision.
Fourth. Every male citizen of the age of
twenty-one years, who shall have been a citi
zen for thirty days and an inhabitant of this
State one year nextlprcceding an election, ex
cept at municipal elections, and for tbe last
thirty days a resident of the election district in
which he may offer his vote, shall be entitled to
vote at such election in the election district of
which be shall at the time be a resident and not
elsewhere for all officers that now arc or here
after may be elected by the people: Provided,
That in time of war no elector in tbe actnal
military service of the State or of tho United
States, in tbe army or navy thereof, sball be
deprived of his vote by reason of his absence
from such election district, and tbe legislature
sball have power to provide the manner in
which and tbe time and place at which such
absent electors may vote, and for the return
And canvas of their votes in the election dis
trict in which they respectively reside.
Fifth. For the purpose of voting, no person
shall be deemed to have gained or lost a resi
dence by reason of bis presence or absence
while employed in the service or the United
States or the State, nor while engaged in tbe
navigation of the waters of the State or of the
high seas, nor while a student of any college or
seminary of learning, nor while kept at any
almshouse or public institution, except the in
mates of any home for disabled and indigent
soldiers and sailors, who, for the purpose of
voting, shall be deemed to reside in the election
district where said home Is 'located. Laws
shall be made for ascertaining, by proper
proofs, the citizens who shall be entitled to the
right of suffrage hereby established."

of tbe city of Pittsburg) of drays, carts,
wagons, carriages, buggies, etc., must pay their
license at this office forthwith. All licenses not
paid on or before first Monday in March, 188S,
will be placed in the hands of police officers for
collection, subject to a collection fee ot SO
cents, and all persons neglecting to pay on or
before first Monday in May, 1889, will bo sub
ject to a penalty double tbe amount of the
license, to be recovered before tbe proper legal
authorities ot said city. The old metal plate of
last year must be returned at the timo licenses
are taken out, or 25 cents additional will be
