THE GRAND LODGE BErOETS BOASKED
The Grand Lodge of the Ancient Order of
United TiVorfcmen in Lafayette Hall, which
bids fair to hold some very interesting ses
sessions, began business yesterday. It is a
benevolent and fraternal order, having a
very large and cosmopolitan membership.
As indicated to the delegates yesterday,
Grand Master "Workman Curtis is delighted
with the growth of the order, and the dis
tribution of literature and lodge .stationery.
He said that the offices of the Grand Record
er, which are on Third avenue, opposite the
new postoffice, were of insufficient
accommodations, and the protection against
fire was poor. He advised the lodge either
to get a new lease of the building, with the
privilege to remodel it and construct vaults,
or else purchase the building and erect a
new building of their own, suitable for all
purposes. It was advised that an officer be
employed to instruct lodges in the secret
work of the order, organize new lodges, cor
rect irregularity in business methods and
do other necessary work.
In speaking of legislation, he advised
that the Grand Master Workman be author
ized to take such steps in this matter as to
him may seem for the best interests of the
order, and that he be authorized to appoint,
when to him it shall seem proper, a com
mittee of not less than 15 members of the
Grand Lodge to consider the advisability of
accepting the provisions of any law of this
Commonwealth that may be adopted at the
present session of the State Legislature, and

of their deliberation to the Grand Lodge at
its next session, unless by the terms of such
laws the provisions thereof must be accept
ed at a time prior to such session of the
Grand Lodge, and that in the latter case the
said committee, two-thirds thereof agreeing,
shall, in conjunction with the Grand Mas
ter, Grand Eecorder and Grand Receiver,
have rail power and authority to accept on
behalf of the Grand Lodge the provisions of
such as fully, to alljintents and purposes, as
the Grand Lodge might or could do at a
regular meeting, and report such action as
the action of the Grand Lodge, if necessary
under the laws of the orders, to the Supreme
Lodge for its approval.
Grand Recorder McNair, in his report,
states that the membership on January 1,
1859, was 15,346, an increase in 13 months
of 413. He advised members to do more in
dividual work in the way of securing mem
bers. The total expenses from the general
fund he reported were 519,503 34.
The Supreme Representatives presented
their report, in which the following passage
is likely to create much discussion.
Resolved, That it is the sense of this body
that the recommendation to grand lodges to
incorporate a provision in their constitutions
and by-laws prohibiting the admission or re
tention in,the order of members engaged in the
manufacture or sale of intoxicating liquors, or
habitual drunkards, adopted at the session of
the Supreme Lodge in 1S87, be and is hereby In
sisted upon.
A Committee on Resolutions on the death
of P. G. M. VT. James H. Lenhart, of
Jtfeadrille, submitted a telegram of condo
lence, which Was ordered sent to the widow
of the deceased.
THE AFTERNOON SESSION '
was devoted chiefly to hearing the reports
o? the Committees on Returns and Cre
dtjtials, and Law and Supervision: The
report of the former committee was adopted,
except that portion of it relating to the re
turns on the election of grand officers, which
was referred back to the committee. The
report of the Committee on Law and Super
vision, containing their action upon matters
referred to them during the past year, was
adopted.
The report of the Grand Receiver was sub
mitted and distributed. This report covers
a period of 13 months, ending December 31,
1888. The total receipts for the general
fund for that period of time was 522,362 68.
The disbursements amounted to 519,504 63,
leatinga balance in the general fund of
S2.858 05. Hi? report of the beneficiary
fund shows receipts amounting to $187,582
and disbursements $178,000, leaving a bal
ance of $9,582. '
The report of William G. Porter, 3L D.,
Grand Medical Examiner, shows that there
were 1,422 applications for membership dur
ing the year, and 34 applications for rein
statement. Of this number 1, 3G0 were ap
proved and 96 rejected. Of the total num
ber rejected, "family history" is assigned
as the cause for the rejection of 30; "pre
existing or present disease" of 42, and "free
use of intoxicants" of 14.
The report of the special committee on the
degree or honor was submitted and referred
to the Committee on Law and Supervision,
with instructions to report the same back
to the Grand Lodge at the present session
for further action.
The degree of honor is a special degree of
the A. O. IT. "W., established in 1873, for
the purpose of promoting union and friend
ship among the wives, daughters, mothers
and sisters of members of the order, and to
recognize them as having interests con
nected with it There are at present about
60 lodges of this degree in existence, three
of that nnmber located in Pennsylvania.
The committee recommends that the Grand
Lodge of Pennsvlvauia give this degree a
recognition by taking control of its ritual
istic and secret work and making it stand
ard and uniform, and that the regulation of
all matters be left to the Grand Lodge.
It is expected that the report of the Com
mittee on Returns will be finished to-day,
and the new grand officers will be installed
at this afternoon's session.

Allegheny Street! Will Likely be Graded
With the Railroad Underneath The
Plan at Federal Srrect Crossing.
The Joint Committee of Allegheny Coun
cils appointed to consider the Pennsylvania
Company's plans for elevating the tracks
will meet to-morrow evening and prepare a
report to be presented to Councils. This
Joint Committee is composed of the Park,
Street and Railroad. Committees of Coun
cils. After considering the plans in con
junction with the City Engineer, the com
mittee decided to change them. Instead of
elevating the tracks they propose to elevate
the streets. The thoroughfares crossing the
railroad will be graded up so as to have 17.8
feet clear at all the crossings.
The plans have just been completed and
show-that the grading up of Federal street
will extend from Isabella street to Park
way. It will gradually deepen from Park
way to Stockton avenue, where it will be
1L1 feet. At Church avenue the fill-in
will be 16.3 feet; at the railroad, 17.8 feet;
at Penn street (the narrow passage on the
north side of the West Penn depot), 18.7
feet: at Lacock. 15.4 feet; at Center alley,
which is midway between Lacock and Rob
inson street, 12 feet; at Robinson street, 8.5
feet Frdki Robinson street the grade grad
ually decreases in depth to Isabella street
This filling up will establish an up grade
on Federal street from Isabella street to the
railroad of 3.7 feet to the 100, and a grade
Irom the railroad to Part: way of but 5
inches to the 100 feet From the railroad to
Park way therefore may for all practical
purposes be considered; a level, and the
grade of 3.7 feet to the 100 from the railroad
to Isabella street is much less than the
steepest grade on Federal street at present.
The steepest grade on Federal street now is
between Stockton and Church avenues,
where it is 5 feet to the 100.
The grades of the other crossings will be
about the same. City Engineer Ehlers es
timates the cost of the improvements at
51,551,667 10. It is believed that the plans
will meet the approval of the Pennsylvania.
