The work of a commercial reporter is
not picturesque, and only those who have
tried to lift it from the horizontal day after
day for a long time can fully appreciate the
difficulty of the task of making it even pal
atable for clogged appetites. A business
man may have as much imagination and
sentiment as a lawyer or any other profes
sional man; but he sternly represses it
when it comes to matters relating to filthy
lucre. If he has a fact to state, and wishes
to state it, he does it tersely and frowns on
any attempt 10 put it in preentabie dress.
He tells you the market for money, or for
any other product, is weak, or slow, or
heavy, or active, or feverish, or easy, or
strong, or something else, and then impa
tiently wants to know what further you
want. Rhetoric may be all right in other
departments of literature; but he can't un
derstand w hat you want to know beyond
facts and figures.
This uicture of the business mind is not
unicrsal; but it is very nearly so. Trade
is prosaic, and its devotees do not care to
relax or expand their minds inside of
counting-house hours. The price of pota
toes may lie an exciting theme, but it does
not stimulate the use of tropes, and dealers
are more like to frown than smile when any
attempt is made to play on words.
Such being the case, one would suppose
that business men as a class would, under
any and all circvmsfinces, tell the truth;
ami, though some Mill, and others will as
far as delusive

will allow, there are, uniortunately, some,
who, knowing that "truth crushed to earth'
will rise again," think it will not matter
much ii they do crush her now and then, in
order to take in the unwary, who have not
learned the advance or fall of commodities.
This class, however, is not so exasperating
to a market reporter as another related one,
tor "it is soon found out, and a known liar,
like a charted rock in a channel, is not dan
gerous. If Dad's hasty estimate of hu
manity were 'rified, a market reporter
would, if conscientious, get very close to the
znarK, generally speaking, as be could get
his bearings and form his own conclusions
from statistics.
But there is a class that belongs to the
suppressio veri genus. It will not lie like
an honest-open-and-above-board-square-up-and-down
liar, and you have much trouble
in determining the value of its enigmas.
Between all, a conscientious reporter is apt
to feel, at the close of a day spent in inves
tigation, that it is difficult to "know "anything
about anything he doesn't know anything
about," and he feels like a fish in a glass
globe may be supposed to feel that he has
been traveling in a circle in a forest of
doubt, without a compass, and that the
wind may have changed on him, and when
he comes out at the same place at which he
went in, he doesn't recognize his surround
ings. But the most aggravating class that this
Eort of inquirer meets is the non causa pro
causa class. Since the middle of October
this class has repeated such rot as this to
explain the dullness of some kinds of trade:
"Trade is dull and will continue so as long as
the roads remain impassable from mud.
Farmers cannot market their products, and
consequently cannot buy."
PROLONG THE CONVERSATION,
and before these people are through, thev
will tell you that the market is choked

were from the first aware. If fanners can
not get their produce to market how comes
it that onions 4 are only $1 25 per barrel,
potatoes 40 cents per bushel, turnips 75
cents to $1 per barrel (barrels thrown in),
apples 30 cents and 60 cents per bushel, and
so on to the end of the chaptei? The verri
est jackass knows that if farm products
could not be gotten to market prices would
be higher.
You cannot even learn interest rates for
money with any tolerable degree of certain
ty. As a rule, they are quoted 67 per
cent on good commercial paper, while a
brokerage firm that borrows extensively,
says they are 56 per cent on good paper,
according to the circumstances surrounding
the application.
For some weeks before the winter railwav
freight tariff went into effect, shipments o'f
grain were the largest ever known, and yet
during that time the wail was heard un
ceasingly that the roads were so bad that
farmers could not get their grain to
the railway stations. The glut has yet
scarce been worked off. It is so
with hogs. There was an immense short
age reported at intervals all winter, yet at
date we are swiming in lard that is so cheap
as to be not worth adulterating, and prices of
all kinds of hog product have been rednced
week by week. Such logic might be exer
cised in the petroleum stock market; but it
is too gauzy when applied to eatables.
American economic science is certainly
one of wonderfully Comdex construction,

All traces of the Diamond and Wood
streets disaster will soon be obliterated by
the erectionof afine five-story business block
on the site of Messrs. J. K. 'Weldin & Co.'s,
and Watts & Co.'s present shattered store
rooms. The building is to be built on the
properties of Messrs. Gregjj, McKee and
Morrison, and to be occupied on completion
by Messrs. "Weldin & Co. and H. Watts &
Co., both booksellers.
The new building will be five stories
high, the material being brick with granite
base and terra-cotta trimmings. The
structure will front 70 feet on Wood street,
running back 80 feet. The front willbeof
French-plate glass and hardwood finish,

Tho Old Honso oi Refuge Expose, Which
Called Forth Futile Investigations of Bad
Old Preacher Rutherford.
It was intimated to a Dispatch reporter
last week tnat ex-Mayor Henry A. Weaver,
who was in office during a famous old in
vestigation at the House of Befuge, on the
present site of Riverside Penitentiary, could
tell a reminiscence in that connection,
which, while it might have no direct bear
ing upon the recent investigation at Eiver
side, might still be regarded as analogous in
some respects. It was the notorious case of
the old lay preacher, Eulherford, who was
charged with various bad offenses as a sort
of chaplain, was investigated on the quiet
by the board in authority over the House of
ltefuge; was whitewashed with several coats,
and then indicted and convicted outside,
after a mighty hot legal and moral battle.
So the reporter went 'to Mayor Weaver and
asked:
"It was in your time as Mayor, wasn't it, that
Rutherford, a chaplain in iHthenty at the
Home of Refuge (uow Reform School), was ar
rested and convicted?"
"Yes," replied Mr. Weaver, "Rntherf ord was
arrested for cross immorality and cruelty to
me inmates, xes, ne had Doen tried many
times before the Board of Managers and
always got oft But, when a criminal charge
was made and he was arrested, it became a
serious matter for him. A part of the Board
of Managers took an active part in defending
him, yet he was found cnilty and sentenced for
nine months to the county jail. Thomas M.
Marshall, Esq., and Judge Collier (tnen District
Attorney), represented the Commonwealth.
"It seems to me from what I have read of
the trial now goinc on before the inspectors at
Riverside, that the charges against Rutherford
before tho Board of Managers were not per
mitted to come out near as strong as those
against the man more recently Investigated.
Its strong developments only came out on the
criminal trial. When the party charged is
found either guilty or cleared beforeajury.it
stops further reflections by tho public at large,
and the atmosphere is cleared np. The Board
of Inspectors of the Riverside Penitentiary, as
an Know, stana very nign m the community,
and n onld ndt countenance wrong-doing. The
trouble lies, where such serious charges aro
made against an under officer of a prison, the
others, coming in almost daily ccntan with
him, often naturally sympathize with the man,
and find it hard to believe him guilty when the
warden docs not believe tho charges.
"But you go and see Mr. Marshall abont the
Rutherford case."
"You want to know about that famous old
Rutherford corruption case in 185S, do your'
said Thomas M. Marshall, Esq., when called
upon. "Well, it would take some time to pre
pare a full statement ot the case for you for
it was a great aifair and no mistake. But I can
recall tome things about it, offhand. The
board was all tangled up with this prison
preacher, its own creature, and so whitewash

bold of the case for our courts, and we worked
It up in such shapo that Rutherford's convic
tion came aboat, with the hearty co operation
to that end of our present Judge Colfier. who
was then District Attorney. Thev 'fixed' a
Juror against us; but 1 fixed him with my clos
ing address, so that, after staying out all night
against the other II, be bad some of the facts
thrown at him in such shape as to agree with
the rest on a verdict of conviction. Well, we
imprisoned Rutherford, and he did co more
reformatory' work of his own peculiar kind, I
guess.
"But, speaking of cruelties and corruption in
prisoni, let me tell you this: Wherever you
find unlimited power and authority you will
find abuses. Let me illustrate in a mild de
gree: A man can frequently be found who
will brutally beat his wile, over whom he has a
degree of authority and coercion; but how tew
men there are wno go about beating other
men's wives, whom they cannot coerce, but
who will appeal to the law."

deputy as District Attorney, Jacob H. Miller,
Esq., could at once recall enough of its parallel
points to make it very applicable to theMahar

THAT OHIO BRIDGE.
Some of the Most Prominent Builders Put

Next "Wednesday is the last day on
which bids will be received for the Ohio
connecting railroad bridge. The contract
will hardly be given out for some time
after.
Mr. A. Gottlieb, of the Edcemoor Bridge
Company, is at the Monongahela Hou6e.
He stated that his firm had put in a bid.
"Itis a little early in the season," he
said, "to speculate on the outlook for bridge
building during the year, but I think It
will be quite good. This is a good time of
the year to build bridges. Many of the
mills are idle, and plenty ,of men can be
had to work."
Tailors Return Home.
Henry Smith, of "Wylic avenue, returned
yesterday morning from New York. City,
where he was in attendance at the annual
convention of Merchant Tailors' Associa
tion of the United States. He. was accom
panied home by a. number of local delegates.

will be of tile. The show windows will
have some of the largest glass fronts in the
city. Messrs. Weldin & Co. will occupy

The plans were drawn by Architect Jo-
sepn Angnn, ot Aliegneny, and the con
tract will be let this week, the ground being
cleared, and operations commenced as soon
as possible, so as to have the building ready
for occupancy by July 1. The exact cost
can only be determined by the letting of the
contract.
THE STORY DENIED.
It Is Time to Flop Faking Abont that Neve
Pennsylvania Depot.
The latest rumor in regard to the new
Union Depot that the Pennsylvania road
proposes to build in Pittsburg some day, is
that the road is negotiating for the Govern
ment property on Penn avenue, near Ninth
street, where the United States recruiting
station is located. Like all the other depot
stories, the plans are elaborate, providing
lor a few more river bridges, e'levated tracks,
etc
When Superintendent Pitcairn was called
up yesterday and queried about it, he said:
" Where is that property, anyhow?"
The location was giyen. At once he re
plied: "I don't know anything ,. about it This
is the first tfra& ITiaVeAcard of it. There is
nothing in "the story.'" '
Attornev Kerr, of the Westintrhonse
Electric Company, went to New York last
night. Concerning the Government prop
erty on Penn avenue, which the company is
said to be after, he said: "I never heard of
it before until I saw the statements in the
newspapers. I don't think the company
wants the property. There has been no talk
of extending the plant here, and they are
not cramped for room. The ground occu
pied at present is ample for all their pur
poses. The company has a new factory in
Newark, and they are putting machinery in
it as fast as they can. I really do not know
anything abont the truth of the rumors."
