The Board of Assessors' Valuations
in the Third Ward Show Some
EEMARKABLE GROWTHS IN VALUE
An Average of at Least Forty Per Cent of
an Increase is Shown.
THEATERS AND BUSINESS HOUSES
The greater part of the assessments of the
Third ward was finished yesterday. Final
decisions were not reached on Diamond
street and Virgin alleys, but the rest are
practically settled. Below will be found
the assessments on Fifth avenue, Liberty
avenue, Smithfield, Wood and Market
streets, and the more important points on
Grant street, Sixth and Seventh avenues.
Until -the final corrections are made in
the book the totals and the percentage of
increase cannot be given, but the increase
will at least average 40 per cent. The
figures are appended; in cases where new
buildings are in course of construction the
assessment of the lot alone is given:

EXPERTS ON THE MILLAGE.
An Interesting Experiment Showing Just
How Small Holders AMU be Affected
They Pay S Ter Cent Less.
By direction of the Board of Assessors,
Clerk E. H. Douglas yesterday compiled
the statement, and made the calculations
given below, the purpose being to ascertain
how the prreent assessment would affect
small propertv owners as compared with
thatoflSSG.
The directions were to take the first three
names of ?3,000 or under, in each ot the first
11 wards of the city, and make comparison
as shown. The old valuation, and the new,
is. given together with the tax paid last year
at 17J mills, and the tax to be paid
at 12 mills this year. Of this total of 33 tax
payers, 24 will have their burden reduced,
as against 9 increased, or a percentage of 73
in favor of the former class.
Itappears then that even with an increase
of 37 per cent, to raise the same amount of
money upon these 33, they will be called
upon to pay less than before by 5 per cent.

Must Kick In Five Days.
The Board of City Ta Assessors is about
to give notice that it will within a short
time take into consideration 'thl question of
classification of property in the rural wards
and give those desiring to appeal five days
in which to make their objections known.
Constitutional Amendment Convention.
The undersigned were appointed at a
meeting of temperance workers held Janu
ary 23, as a committee to issue a call for a
county convention to organize for the pend
ing campaign to support the Constitutional
amendment. The convention will convene
on Friday, February 15, at 10 o'clock A. M.,
in iaiayette ian, wood street, i"ittsburg,
Pa. It is to be composed of five (5) dele
gates from each ward, borough and town
ship in Allegheny county.
It is to be organized on a non-partisan
basis. Persons without regard to party,
creed or society, either open or secret, are
requested to unite in selecting delegates to
represent them in the convention.
AVs call upon all good citizens to meet
and select delegates. "We have but oue end
in view, and that is to invite Catholics and
Protestants, Israelites and Gentiles, white
and colored, native-born and foreign citizens
in meeting the responsibility that is upon
us to say, by act aud vote, that the Consti
tutional amendment shall carry and that the
saloon mustgo. "While some shall actively
engage to continue an institution that is the
enemy of virtue, let us rally around a
common standard and strike an effective
blow for God, home and native land.

Interesting Annual Meeting and
Reports of the Work of the
WOMAN'S CHRISTIAN ASSOCIATION
With the Good Work of All Its Various
Branches in Caring For

A most interesting meeting to all those
charitably inclined, was that held yesterday
afternoon; the annual gathering of the
"Woman's Christian Association in the
chapel of the Y. M. C. A. building, with
Sirs. F. E. Brunot in the chair, aud Miss
M. A. Sterlintr acting as Secretary. A
beautiful basket of flowers was presented to
Mrs. Brunot by Sirs. A. SI. Murdoch. The
meeting was opened with devotional exer
cises conducted by Mrs. Brunot, after
which Sirs. Ormsby Phillips read an inter
esting paper on Christian work.
The reports of the various institutions un
der the care of the association were then
read, and in substance were as follows:
Home for Christian "Women shows that there
are now 29 inmates in the reformatory, 15
women and 14 babies, and that there are 13
women and 1 child in the hospital. During
the year 4 inmates left without permission,
1 was returned to her parents, 5 were dis
charged and 2 died 1 child and 1 adult.
The Treasurer's report shows that the re
ceipts were 1,903 93; expenditures, 51,
640 17; balance on hand, 5263 76.
nr a flourishing condition.
The Home for Aged Protestant "Women
report shows the institution to be in a flour
ishing condition. There are at present 53
inmates, 8 of whom were admitted during
the year, and there have been 6 deaths.
The Treasurer's report shows receipts
$37,642 95; expenses the same. The report
of the Temporary Home lor Aged "Women
is also encouracing. During the year 319
inmates had been cared for, 75 of whom
were children. This is a diminution at
tributed to the unusual prosperity of the
times. Those able to pay are charged 25
cents for lodging and a meal.
Of the admissions75 were sent to service; 43
of their own volition; 28 dismised, and
15 sent to the City Home; 8
with children assisted to housekeep
ing; 10 sent to the Children's Aid
Society; 1 to the Homeopathic Hospital; 1
each to the County Home, to the Washing
ton County Home, and 2 children died.
The Treasurer reported receipts 5679 76; ex
penditures, 5758 23.

Children acknowledges receipt of free fuel
gas from the Philadelphia and People's Gas
Companies; acknowledges receipts of
money, linen, etc., and mentions 55,000, the
result of concerts given in aid of the West
Penn Hospital.
The report of the East End branch of the
"Women's Christian Union reported excel
lent work there. The industrial school has
171 pupils enroled, ranging in age from 6
to 14 years. They are taught sewing now.
Other branches will be taught if funds for
a building can be raised. They expect to
succeed.
Mrs. Slair, of the "W. C. T. V. of Alle
gheny, reported that during the year nine
new unions had been started, and 51,561 col

She wants the caboose cars of railways
furnished with bibles and other literature,
and small libraries of religious and other
works placed in all engine houses, as fire
men, owing to the nature of their duties,
cannot attend church. Sheyenggestod that

The Christmas letter mission made a very
favorable report, '"and the Secretary said
they hoped to cover the entire United States
next year with their cheering missives.
Heretofore the letters have been written in
London, but now America will care for
American's needs. There is on hand a bal
ance of 5318 23, as reported by Treasurer
Mrs. S. McKee.
One of the most interesting reports was
that of General Secretary Sliss Martha A.
Sterling. She cc-ered in a terse statement
the noble work of the association aud its
branches. In speaking of the Home for
Destitute "Women, she said, in these days
of many newspapers, they were informed of
many sad cases through their printed pages.
She spoke feelingly of the circumstances
surroundinc the lives of the inmates of the
Home for Fallen "Women. She then cited
instances of particular cases of these
women and their children, and some of
these instances were truly

made and promises broken, with all the en
suing wretchedness. She then explained
the object of the local and foreign branches.
When the reports had been received Mrs.
Brunot said she had hoped to be able to lay
a plan for the Boarding Home for Women
before the meeting, and present the associa
tion with a completely furnished home in
Allegheny, but circumstances had prevented
