In view of the rapid development of trac
tion railway traffic in this city and to its
eastern suburbs, many rumors, based upon
the live interest the people naturally feel in
such a new departure, have from time to
time cropped out regarding the ultimate
ownership and policy of these lines. One of
the most interesting of these reports came
very quietly, if not confidentially,
to the surtace last evening. It con
cerned both the traction lines and
the Pennsylvania Railroad, whose
local traffic the former has notably and ad
mittedly affected of late, to a degree. It
was to the effect that local passenger trains
on the Pennsylvania Railroad need not, in
the very near future, stop at all at Law
renceville, Ben Tenue or Roup stations,
because, as it was alleged, the Pennsylvania
was seeking to gain, or had already gained,
control of the traction lines. False or true,
the rumor seemed too interesting to be hid
den under a bushel, and so, after doing all
in its power to get at both sides, The Dis
patch gives it to the public for whatever it
may be worth.
The beauty of the whole thing can be seen
by putting the two together. If the Penn
sylvania has gained control of the cable
lines as reported, the most natural thine in
the world would be to discontinue some of
the numerous local trains and small sta
tions, and thus allow the cable lines to pick
up the balance ot trade. In order to ascer
tain just what there was in the report an ef
fort was made to find Superintendent B.
Pitcairn.
HE HAD GONE EAST.
A call was made at his residence, on Ells
worth avenue, last night, but it was found
he had left earlier in the evening for the
East. He had gone to Xew York, and why
was not stated.
Another prominent Pennsylvania official
was found, and he expressed himself as sim
ply amazed at the reports, which, he said,
were entirely new to him. After a few mo
ments' thought the gentleman said:
On behalf ot the Pennsylvania road I would
say that, even admitting the fact that the
Pennsylvania had lost some local travel, and
that the people who find it convenient are
using the cable lines, still I know we have not
lost sufficient to cause us to discontinue any of
our trams, and it is simply preposterous to
imagine that any of onr way stations would be
discontinued in order to throw travel to the
cable lines.
In regard to the Pennsy controlling the
cable lines, I don't think that road is in the
cable business, and I don't think that road
wants any of it either, and as far as I know,
that report of their controlling the Fifth and
Penn avenue lines is absolutely untrue.
I repeat that we have lost some travel be
tween bere and East Liberty, but if we had lost
one-half as much as popular impression im
agines, the cable cars would be utterly unable
to carry their enormous trade. The bulk of
their busine-s is entirely new, because people
finding it convenient to travel do sc, where be
fore they stayed at home for want of facilities
to reach the city.
Here the interview closed, the gentleman
relusing to answer some questions in regard
to his knowledge of the individual stock
holders of the Penn avenue and Filth ave
nue lines, nor was he willing that his name
be used, though he declared it was both

that no trains would be .taken off the
Pennsylvania, but on' the contrary there
wouldbe more trains running six months
later than there are now.
Notwithstanding these denials, which
were certainly made in good faith, the re
ports were so straightforward, and also
given in such good faith, that they are at
least worth printing as among the possibili
ties or which not even every official of the
road would necessarily be advised.
It will be remembered by the financial
people that Mr. Robert Pitcairn was a large
buyer of Penn avenue cable stock, he, with
2." Holmes & Son, and several Pittsburg
and Allegheny people practically con
trolling the line. It is also known that
both Messrs. Elkins and TVidener, of Phil
adelphia, are very large holders of the Fifth
avenue stock. They are also stock
holders in the Pennsylvania; so it can
easily be seen that the Pennsylvania
can practically own the cable lines without
even having its name mentioned on the list
of stockholders It seems almost impossible
to get at the heart of the affair now, but
events will be watched keenly by both the
financial public and the public at large,
who are ol the non-gobbling idea, and who
realize that between the upper and nether
millstone of the cables and Pennsylvania,
run for revenue only, they may be ground
down a little.

Twenty Illrcnl Totes Discovered in One
"Ward In That Council Content.
Commissioner J. S. Young filed his report
in the Common Council election in the
Thirty-first ward, giving the election to An
drew Binder by a majority of 12 votes.
Binder was elected by two votes over William
O. Russell last February, and a contest ensued.
Mr. Young in his report says the following vot
ers were illegal: For Binder John R. Frisbee,
Gotlieb Paul, John Hartner, Sr., Albert Flan
ders, Thomas Pntchard, William H. Lindsey,
B. D. Ualbraith and Richard Rossiten total, 8.
For Russell Samuel Ansel!, Jr., John Beck
man, Sr., John Beckman. Jr., George Lone,
Lawrence Tratressor, John Quinn, Robert Beck.
George W Bean, Thornton Smith, Charles
Haff ev, James A. Wheeler and Andrew Sowers:

Binder's total vote was 264. and 8 illegal votes
left him a vote of 25G. Russell's total vote was
262. and 12 illegal votes lelt him a vote of 250.
giving Binder a majority of 12, and confirming
his election. The Commissioner stated further
that the appeal was well taken on acconnt of
the number of illegal votes discovered, and
that he recommended that the costs bo paid by
the city.

bone had to be removed, resulting in disfigure
ment and months of detention at the hospitaL
Dr. Flower will claim Johnson's condition was
not a resnlt of tooth pulling.

The case of Captain Wishart against three
newsdealers for handling alleged immoral
newspapers, tho Police Gazette and Police
Items, was postponed until to-day, as Messrs.
Moore and Montooth said they t ere not quite

Mary J. Bown yesterday entered Suit against
the Pittsburg Traction Company for 53,000
damages. She claimed that when getting off a

dence against him be was discharged. Frye,
his companion, is under bail for court, having
waived a hearing.

Before Witnesses Die.
Henry McD. Morrow has filed a strange
bill in equity against Joseph J., "William
and John McC. Reece asking for the priv
ilege of examining witnesses as to the sanity
of Elizabeth Reese, who died in 1854. The
plaintiff alleges that the defendants claim
certain lands willed to him, on the cround
that their mother was of unsound mind
when she made the will.
Morrow alleges that she was sane, and
wishes this fact established at once by wit
nesses, as they are becoming aged and
infirm, and he tears deliy may endanger his
title.

operated and maintained for lighting public build

and detailed plans and specifications of the pro
posed system of distributing the electrlcltr. mode
of supporting the lights and wires, and of safety
appliances.

closed In envelopes furnished by the Board of
Public Improvements. The certificate of the
Treasurer of the City of St. Louis that the sum of
