The avowed purpose o( the Stalwart
lenders in the slate is to continue the
old apportionment under the census of
1870, until after the re election of Don
Cameron or l>on Cameron's man to the
I'nited State* senate next year. That
this is a high crime against representa
tive government cannot he denied ;
that it is contempt and defiance of man
datory provisions of the Constitution of
the Commonwealth and the oath of
office of legislators is equally undenia
fcle. That it is a fact, is manifest hy the
refusal of tho legislature of I**l. He

Republican governor in office, to appor
tion the state under the census of 1 **u :
by the orders Don Cameron left behind
him when he sailed for Kurope that the
state should not be apportioned : by
Chairman < 'coper's public boasts in bis

that there would be no apportionment;
all culminating in the ultimatum and
obstruction policy of the senate, and
the continued refusal of that body to
entertain legitimate and honest propnsi
tion* from the houe for an adjustment
of the apportionment question on just
and non partisan basis.

Fayette with .18,842, or 11,171 excess of 1

with 53,408 hit but onr.
Wo might continue these compare j
son* throughout the state, showing the
manifest injustice of the existing dis
franchising apportionment, but we have
given enough to make the case clear to
any honest Republican,
The senatorial apportionment is even
more atrociously wrong in its combina
tions, for the Cameron gerrymanders
had a greater sweep in combining coun
ties. To a limited extent the Constitu
tion protects the representative appor
tionment. This will do for u senatorial
sample: The three Republican sena
lorial districts of Lebanon, Delaware
and Rucks (the Ninth, Tenth ant
• Seventeenth) have a population of 163,
212, while the three Democratic) dis
tricls of Rerks, Schuylkill and l.uxernc
- have a population of .383,636 ! Yet tin
163,0(10 population has the same powei
—that is, three senators —in defeatinf
reapportionment that the 385,000 popu
lation has in maintaining it. Thi
seouudrelism ha* the power of perpetu
ating itself.
• These facts and figures sufficiently
„ explain the motive and purposes of the
, Stalwart senators in defeating appor
tionment at this session. They rely on
the dishonest gerrymander o! ten years
, ago, made in the height and insolence
of Cameron power, to defeat the popu
' lar will.
i And these very fact* will explain the
reason and urgency of the constitutional
mandate that the state "shall be appor
tioned immediately after each decennial
census.' 1 A redistribution of political
power become* necessary by the shifting
population. Some portions of the state
gmi largely, others are at a standstill,
