    Possible President UETIS on llepubll*
ran Misrule.
\
From the New York World.
Senator David Davis's views of the
ntansgers, methods and principles of
the Republican party which has just
placed bim next in the Presidential suc
cession to General Arthur may not be
without interest to our Republican
friends and the public generally. Dur
ing the last Presidential campaign he
voted lor General Hancock and against
General Garfield, for various reason* al
leged in in* letter of August 4 to Mr.
James E. liarvey. "I have no hesita
tion in supporting General Hancock,
be wrote, "because bis election will put
an end to sectional strife and to section
al parties, and will revive a patriotic
sentiment all over the land which poli
ticai leaders and factions for sinstsier
ends have sought to prevent." .Senator
Logan, who proposed Mr. Davis for
President pro tcm.. and his Grant breth
ren will remember that in that letter
Mr. Davis said: "General Hancock's
Order No. 40 stands out in striking con
trast with the actions of his superior,
who soon after rebuked and drove bim
from that command for uttering senti
ments worthy of ail honor." And the
faithful who annually point with pride to
the record of the great Rpublican par
ty and approve its successive adminis
tration will be pleased to put this in
tlieir pipe of peace and smoke it:
"After twenty years of domination by
the Republicans, chronic abuses have
become lastened upon the public service
like barnacles UJKJII the bottom of a
stranded ship. Ihere is no hope of re
form by leaders who have created a
system of mal administration and who
ate interested in perpetuating its evils.
Nothing short ot the sternest remedy
gives any promise of effective relorm,
and the first step toward it is in change
of rulers. New blood must be infused
into the management of public atf.irs
before relief can be expected. The
people demand a change, and, being in
earnest, they are likely lube gratified."
Thus our Republican friends, byway
of attesting their reverence and re
spect for the memory of President Gar
field, have arranged that his successor,
should anything happen to Mr. Arthur,
shall be a man who bad not sufficient
faith in Mr. Garfield's patriotism and
integrity to vote for bim. and who be
lieved tfiat it would tie im|>o**ible to
obtain good government without first
destroying the Republican party I in
his letter to Mr. O. H. Browning. May
14. 1880, Judge Davis laid duwn bis
views on the cardinal points of Repub
lican policy as follows:
"The demand made by adherents of
one of the great | allies for a strong
government means substantially a cen
tralized government, destructive of
Lome rule in the States and the very
reverse of what Mr. Lincoln well de
scribed as a government of the |>eople.
Carried to its logical conclusion such a
change would finally overthrow the lie
public."
Hurrah for Davis, Republicanism and
—Stale Rights Let us go on :
"The existing tar. 11' is regarded as a
confused mass of incongruities and mo
nopolies, created by special legislation
and open to constant traud on the rev
enue. It taxes the consumer heavily
on those article* especially that are
most needed by the toiling masses. It
taxes every newspaper, every school
book, every bible and the *alt of the
working man with gross injustice, be
cause the ]K>or pretense of revenue
docs not exist to cover the wroog. A
revision, therefore, which shall be al
once searching and fair is demanded
and should be promptly made."
Add to this Mr. Davis's declaration
in the Senate, March 15, 1880, that—
"The time had come when the mass
of incongruities and huge monopolies
commonly called tariff should be re
viewed and adapted to the spirit ot a
progressive age."
Hurrah for Davis, Republicanism and
—Free Trade I Let us go on :
"Elections ought to be exempt from
any menacing force, and to be free
from the contamination or corrupt re*
turning boards. No parly deserves
confidence that seeks ascendency by
striking down honest suffrage either by
the use of troops, by fraud or by intim
idation-"
Hurrah for Davis, Republicanism and
—no Troops at the Polls nor any Dep
uty Marshall And finally let us con
tribute to this new ers of good feeling
the following exlrsct from Mr. Dsvis's
speech in the Senate, March 11, 1881 :
"An honorable recognition of the
trust generoudy confided to my keep
ing by Democratic votes io 1877 requires
me to sustain the existing organisation
of the Menate. Whatever may be the
result, I can accept no honor at the
hands of either side."
"When I said I would die a bachelor
I did not think 1 should live till 1 were
married."

The moot bitter foe of Orange Noble
in this content is the Standard Oil Com
pany. Orange Noble in the legislature
voted for a free pine Ist* which would
have relieved the oil producers of Penn
sylvania by giving them a free outlet
and an open market. That is the chief
ground of the hostility of the Standard
Oil monopoly to the Democratic oandi
date for treasurer. As an oil producer
Orange Noble has felt the tyranny of
the monopoly, and by daring to defend
bis rights and interests he haa provoked
its hatred. The Standard Oil Company
ia a foreign corporation. Its members
reside in New York, Ohio, New Jersey,
anywhere bat in the State from whose
product they derive their enormous
wealth. But this fact does not prevent
the monopoly from interfering in the
elections of Pennsylvania. Against the
Standard Oil Company Pennsylvania
has a claim of upwards of three million
dollars for unpaid tazea. The monopo
ly ia making a determined resistance to
this claim and has come to the conclu
sion that the election of Orange Noble
will interfere with its inuriwaie. When
an unscrupulous monopoly insolent
With ill gotten wealth and power makes
