    The New Administration.
VARIOUS OPINIONS —TIl'tEE DEMOCRATIC MA
JORITY IN TIIB SENATE.
WILMINGTON, Del., September 21.
Senator Bayard, in speaking of tbe
changes brought around by the death of
President Garfield, said emphatically
that no crisis or evil would result under
the new Administration. The Demo
crats will assist the Administration in
nil good government, and every Demo
crat in the land give Mr. Arthur their
best wishes for his success. "It is my
policy," continued the Senator, "above
all things, not to embarrass the new
Administration, and 1 will assist it <n j
everything I believe to be right i/nd j
just."

Speaker Randall, relerring to the new
Administration, said : "1 believe there
is no necessity whatever for apprehen
sions as to the future ol this country,
either from a business or political stand
point. 1 deprecate any agitation at this
time, but have supreme faith in the
ability of this country to endure and
pass safely by Constitutional methods
through almost any strain that may be
put upon it. Every thing possible
should be done to allay excitement and
strengthen the hands of the new Ex
ecutive in the difficult task he is now
charged with. 1 have perfect faith in
the wisdom and patriotism of the Sen
ate, and believe that the American peo
ple will feel easier when Gen. Arthur is
surrounded by tbe highest legislative
body in the Nation with its organization
complete. In this crisis its advice will
he valuable and its presence at the Cap
ital assuring."
Senator Ben Ilill, of Georgia, who is
at present slaying in this city, thus
spoke of the new Administration : "I
believe Gen. Arthur to be a much
broader man than he has credit for
being. My association with him in tbe
Senate during the short time we were
there gives me reason to believe that
there may bo a wise and conservative
Administration from him. I have never
shared in the opinion that tbe factional
bitterness within tbe party during tbe
past few yeav* will be renewed or pop
ularized by the new Administration. I
certainly do not expect anything but
harmonious action ai the meeting of
the Senate. There will be every dis
position to do whatever is done as quiet
tly and speedily as possible, and to do
what is for the interests of the country.
I have too much faith in Gen. Arthur's
good sense to anticipate that he will do I
anything calculated to arouse sectional J
or factional differences within his own
party, although I believe he will be be
set by more perils than any man who
has ever yet succeeded to the Presiden
cy by the death of a President."
LEXINGTON, Ky., September 21.—Sen
ator Beck expresses tbe opinion that
Senator Bayard will be selected as Pres
ident pro Un\. of the Senate. He says
the Democrats have three majority and
new members cannot be sworn in until
after tbe President pro ton. is elected to
swear them in.

It may be a matter of pride for Ches
ter A. Arthur to be able to say that no
new honors can transform him into
other thun the warm hearted, impulsive
nnn which he has always been, and so
fur as his individual character goes, he
can make that statement with entire
truth. But a faithful observance of the
oath which he has taken requires him
to make the good of his country his
supreme and only law. If he is to
prove equal to tbe great position he
occupies he must know principles rath
er than individuals, be must subordinate
personal preference as well as acquired
prejudice to the accomplishment of cer
tain well defined public ends. The
moment he select an administrative
officer because the nominee is his friend,
and not at all because he possesses the
Qualities which render him obviously fit
to perform certain designated public
duties, that moment his Administration
will he discredited, and the party, which
must abide by its record, will be placed
on the defensive. No man ever assum
ed the Presidency of the United .States
under more trying circumstances; no
President has nee-led more the gener
ous appreciation, the indulgent forbear
ance or his fellow-citizens. He will be
credited with carrying with him into
the highest position in the country tbe
rancor of factional strife, and with being
capable not so much of excessive parti
sanship as of the blunder of assuming
that a clique of a fraction of the party
contains the representative Republicans
of the United States. That mistake
has been made before aDd has been to
some extent condoned, but it cannot be
made with impunity by President Ar
thur. It would be seised on by his ene
mies as tbe one thing which he might
be ex peeted to do, and it would close
tbe mouths of his friends, who would
see in it the one thing he ought to have
avoided.
Standing at the dividing of tbe ways.
President Arthur has the gravest need
of wise counsel, the most imperative
necessity for a passionless, impartial
and judicial habit of mind, lie is a
much better and broader man than tbe
majority of those with whom his recent
political career has been identified. It
is for him to show that bis nature has
not been subdued to what it works in,
and that bis culture, his insight, bis
executive ability, are fitted to the re
sponsibilities of the great career which
opeos before bim. There are few news
papers of bis own party which would
not be ready to embrace the opportuni
ty of commending bim for judicious
action ; the leading organs of tbe op
pusite party have shown every dispoei
tion to deal with him fairly and gen
erously. He can disarm the public dis
trust which his elevation excites by
leaving undone anything that is ob
viously superfluous, and walking stead
ily in tbe path of reform whioh was
merited out for bis predecessor. He
as darn for himself everlasting odium
and for bis party disunion ana defeat
by repeating as President blunders
which he has already made in a lower
sphere.
