The Hon. Galusha A. Grow finds in
the Tribune a very proper medium for
■ome very silly opinions about what
they both call reform of the civil ser
vice. The Tribune unci Mr. (trow are
what Mr. Samuel Weller would have
designated as "a pair on 'em." They
are sweet and goody, and soft and
mawkish, in their twaddle about re
forming things ; and they are always
found chained together to the wheel of
the most villainous machine that grinds
anywhere in the name of the Republi
can party of spoils and corporations.
v Mr. (trow, it should be known, is an or
namental statesman whose views are of
just about as much practical value as
those of Mr. Whitelaw Hied or Mr.
.John Hay. The King people in Penn
sylvania us him as a stalking horse,
painted over to suit each fresh occasion ;
but he is always laid quietly away
among Mr. Cameron's other campaign
properties, when he served the purpose
for which he was brought out.
Mr. lirow's latest deliverance is es
pecially refreshing. The statesman
told the reporter that he was glad (leu.
Garfield was going to get well, because
"his habits of thought and study, as
well as experience in public affairs, em
inently fit him to devise wholesome re
forms wherever needed." One would
suppose that Mr. (irow would be satis
fied with a President so "eminently
fitted" for the work of reform and be
very anxious to see him go about that
business. Hut unhappily he is not anx
ious in that direction. He wants the
President's power taken from him and
distributed around generally. Like all
truly great reformers of the Tribune va
riety tie thinks nothing can be done
without a radical change in the Con
stitution. He proposes, therefore, to
make seven other Presidents of the sev
en Cabinet officers; and lest these
should not be enough, he would give
the Vice-President a share in the Ad
ministration. He would graciously al
low the President to appoint Judges
and foreign Ministers, but all other of- j
fices he would place at the disposal of j
the eight other Presidents. In like j
manner Mr. Grow would divide up ull j
other duties and responsibilities of the j
Executive, so that all hands might j
have an agreeable and easy job of it.
This, it will readily be seen, would pro- |
mote unity and harmony in the Ad
ministration, and make our Govern
ment one of the most remarkable ones
in the world. It would eclipse Mr.
Calhoun's dual executive completely,
being a reform just eight tiroes more
radical than that Mr. Calhoun devised.
It may be asked what the President
will do when Mr. Orow's plan goes into
operation. Well, be is to be dignified
and comfortable, and when not other !
wise amusing himself, he will fie allow ■
ed to make recommendations to Con
gress. His office will hold to the gen j
eral Government a relation somewhat !
like that which the late Revenue Com
mi-sioner held to the Treasury Depart ;
ment.
Such are the striking views of this j
thoughtful statesman, endorsed by Mr. |
Whitelaw Reid's young man. We are j
pleased to see them. They indicate
progress in political science. Such 1
things form, in the languuge of our es
teemed stock jobbing and sewing circle
neighbor, "the best thought of the
country and if he only perseveres, [
we may have hopes of Mr. Grow s reach- j
ing something even more brilliant.
A Helir of the War.

A bombshell, doubtless fired by the
federals during the late uneasiness at
the person or property of some south
erner, came near doing its destructive
work in Capt. 11. 8. Freeman's saw mill
the other day. The circular saw was
plowing through a large white oak log,
perhaps the hardest wood that grows in
our forests, when it struck a still harder
substance, which broke its teeth and
suddenly stopped its progress. Upon
examination they found buried in the
stock, to the depth of about eight inches
a large percussion bombshell, which, ac
cording to the calculation of those fa
miliar with the growth of timber, had
been there sixteen or seventeen years,
and the tree had grown over it until
there was but a slight scar left. Fortu
nately the saw struck the shell, which
stil. contained its load, so as to cause
no explosion.

Twelve years ago a young couple fell
in love as they journeyed on shipboard
from Sweden to America. They were
poor, and resolved to get a little start in
the world before marrying. She went
into service at Chicago, and he sought
his fortune in the far west. During
all these years of struggle they remain
ed true to each other. The blooming
Swedish girl has donned her glasses,
and it is safe to believe that John is not
as young as he was, but success tins at
tended his work, and yesterday the ex
pectant bride, fitted out with all com
forts by many loving friend*, left for
Denver, where she is to meet her ex
pectant groom and take possession of
the new home his industry has prepar
ed for her. This little romance is all
truth, and is a good lesson of patience
and fidelity.

1.320; Austria, 1,941; Belgium, 120;
Denmark. 744 : France. 382; Germany,
20,374; Hungary. 225; Italy, 675: Ne
therlands, 889; Norway, 2.905: Poland,
250; Russia, 793; Sweden, 6.067; Swilx
evland, 558 ; Dominion of Canada, 4,-
W; China, 2.046, and from all other
countries, 398.
