From our Regular Correepeudeut. WASHINGTON, D. C., April IS, 1881. To tliia point come with great regu larity, especially in times of some ex citement, reports from all sections of the country as to their political allairs. in one way or another almost every village in tho Union is represented here, besides that general representa tion supposed to be found in Congress. Every Government clerk has his hoine correspondents. Every other citizen is nearly or remotely connected with some community in Maine, Virginia, Texas, Wisconsin, or elsewhere. When the right man and the proper time arrives, there may le political reports sent out from Washington as correct as the weather reports now forwarded by the signal bureau. This is merely byway of introduction. 1 began with the in tention of saying 1 was surprised at the small interest which seems to be felt throughout the country in tho existing Senate contest. It is considered here • as more important than any other for ] the last three years—since the Demo- j cratic light to prevent the interference of United States soldiers at State elec- ; tions. Democratic Senators were never so thoroughly in accord on any other ' subject. Their belief is that the rights of intelligent people in tho South are in danger, and that negro and carpet- ' bag government are sought to be reviv ed in that section, through a corrupt bargain between an unworthy South erner and a faction of tire Republican party. Believing this, every Democrat ic Senator feels the occasion to bo a most important one. In speaking of a faction of the Re publican party, I do not allude particu larly to the Conkling, the Blaine, or any other recognized faction, but to a few able men who have soma influence | in the parly and who think they can j extend it by the Mahone coalition. If ! they shall succeed, the present Congress, i Republican in both branrhes, will mark ! out a course for the Republican party which will hardly leave the Sjuth in as ' good condition as when tho carpet bag gers and negroes had full sway from Texas to South Carolina. President Gartield is n man of excel- i lent impulses as has often been shown in his speeches in Congress, and as was conspicuously shown in his inaugural address, but it is yet an open question whether or not he will have the firm nes to withstand the p*ty pressure which, in the event of tho triumph of Radical ideas in the Senate, will la brought to bear on hirn. He has never yet shown nerve enough to withstand the party lash, and lie will therefore b<- likely to do as he has always done in tho past—suppress his own views and 1 yield to the behests of stronger men. Gen. Morgan, of Alabama, in bis last speech in the Senate pok<- of the peo- ; pie who helped Mr. Hayes to the Vote of Uoui-iana in IST*> o* having their names perpetuated on the pay-rolls of a grateful country, nnd further on com pared them to parasites. He mention ed severs! of them by name, including Mrs. Agnes Jenks, who was sitting in tho gallery at the time. The fair and | fiery Agnes was as much incensed for being called a "parasite" as Daniel O'Connell's (Dhwomsn was when he called ber a parallelogram. Except this senatorial squabble, there is nothing talked of here but the new loan negotiated by Secretary Windom ll* has assurances that the owners of aaarly all the government six per cent, bonds will allow them to lAm on at .1| per cent, rather than have them paid- There is no doubt but the fiv will be M extended "on the same terms. The extension Is for a time not stated, and of course the whole transaction is sub * ject to review by Congress. Opinion is very much divided as to the effect the Secretary's success will have on the question of passing or not passing a 3 percent, funding bill, but moat money men here believe Congress will find in * new reasons for thinking a 3 per •eat. bond can be sold at par.
