The tenth centum of tho population, wealth and industry of the United States will be taken during the month of June next. The plan for conducting the work differs materially from that of any preceeding census and the results will be much fuller and more complete. Kuch State has been divided into a suit able number of supervisors' districts. In Pennsylvania there are ten. For each of these districts u supervisor has been, or will be, appointed by the Pres ident, by and with the advise and con sent of the Senate, whose duty is: To propose to the Superintendent, under such general directions as that oflicer may give the apportionment of the ter ritory of his district into suitable sub districts; to designate to the superin tendent suitable persons, ami with his consent, to employ theni as enumerat ors, one for each sub division and resi dent therein ; to furnish the enumera tors with the necessary blanks, instruct them relating to their duties, uml to scrutinize their returns and see that their work has been performed in all respects in compliance with law, etc. The act of 187'J provides that a sub. division assigned any enumerator shall not exceed four thousand inhabitants, according to the census of 1870. The superintendent is disposed, in order that the work may be done promptly and thoroughly, to have the sub district* much smaller than this maximum. Enumerators are to he selected solely with reference to their fitness for the proper discharge ol their duties. The superintendent remarks on this subject: "It would not merely be a wrong'to the Government, but it would be a positive cruelty to the appointee himself, for a supervison to confer a commission as enumerator upon any person not of decided clerical aptifude and of active habits, writing freely, and good at fig ures." The comjiensation, which may be either a sjiecific 'sum tor each living inhabitant, each death reported, etc., or £1 for each ten hours' actual field woik, is optional with tho superintend ent and will lie decided by him in ad vance. A law of this State approved the 15th day of May, I*7-1 declares that every person holding any office or ap pointment of profit or trust under the United State., shall be capable of hold ing or exercising, at the same time, the office or appointment of Justice of the Peace, Notary Public, Mayor, Recorder, Hurgess or Alderman of any city, corpo rate towp or borough, Constable, Judge, Inspector or Clerk of election under this Commonwealth. All applications for appointments should be addressed to tho supervisor of the proper district, and, if the writer desires an acknowledgement of the re ceipt thereof, he should inclose stamp* to pay return postage. I-ong petition* signed by everybody carry little weight. Personal interviews are not desirable. The qualification* of an applicant can be most clearly shown by written enjn municntion from men of good character or standing in his neighborhood or county, accompanied with a letter die tatod and written by the applicant him self. No appointments can be made until after the supervisor has been commissioned and sworn and the sub districting completed. This, the .Seventh District of Pennsyl vania, comprises fourteen counties, for which J. Simpson Africa, of the borough of Huntingdon, Huntingdon county, has been appointed and confirmed a* sujiervisor. In lna memor able oration on the completion of Hun ker Hill monument, Daniel Webster decribed the present Nituation with almost the spirit of prophecy in these striking words: "Quite too frequent resort is mode to military force ; and quite too much of the substance of the people is consum ed in maintaining armies, not for de fense against foreign aggression, but for forcing obedience to domestic authority. Standing urmies are the oppressive in struments (or governing the people in the hands of hereditary and arbitrary monarchs. A military republic, a Govern ment foundation on mock elections, and sup ported only by the sword, is a move ment indeed, but a retrograde and dis astrous movement, from the regular and old fashioned monarchical system. "If men would enjoy the blessings of Kepublicun government, they must govern themselves by reason, by mutual counsel and consultation, by a sense and feeling of general interest, and by the acquiescence of the minority in the will of the majority, properly expressed, and above all, the military must be kept, according to the language of our bill of rights, in strict subordination to the civil authority. Wherever this lesson is not learned and practiced, there can be no political freedom. Ab surd, preposterous is it, a scoff and a xstire on free forms of constitutional liberty, for form* of government to be prescribed by military leaders, and the right of suffrage to be exercised at the point of the. sword."
