I)p. W. Gadsden, the veterinary sur
geon, left tbis city yesterday for Wash
ington, to testify before the Congres
sional investigating committee in the
matter of pleuro-pneumonia in cattle.
Dr. Gadsden has uad experience with
the disease before. In Knglaml, four
teen or fifteen years ago, when the dis
ease broke out ami raged with such
alarming effect that the government
had to interfere and adopt means for
its suppression, Dr. Gadsden was appoin
ted inspector in a district in Berkshire,
where, in common with similar inspec
tors appointed by the government all
over Kngland, be was required to in
spect and report at stated times the con
dition of all the cattle in his district.
He says it cost the English Government
millions of dollars to stamp the disease
out. The only course was to kill off
the cattle, isolating the infected ones
from the healthy one* whenever it could
be done. That is the course this coun
try will have to adopt, he claims, us
there is no other effective remedy
known for the disease. The percent
age of the cattle which recover once
they are seized with ii, Dr. Gadsden
says, is about one-fifth. It is ono of
the mod difficult diseases to arrest that
is known to veterinary surgeons. A
cow may have it and recover from it
completely, anil four months afterward
may communicate the disease to other
cattle. Thus it may bespread from one
end of the continent to the other. Ex
amination of lungs of cattle which have
died from pleuro-pneumonia has shown
that the lungs become marbleized ;
from being soft and spongy, as in their
normal condition they should be, they
grow hard and heavy, like a stone, and
if placed in a vessel of water, instead of
lloating, as a healthy lung would do,
the> sink like lead. Death is produc
ed in the cow when, by this hardening
process, the air cells of the lungs be
come closed, stopping respiration.
FIRST APPEARANCE OF THE DISEASE.
The disease insde its appearance,
about a century ago, in Central Europe.
It became known in the United States
as early as the year 1843. Since then
it has prevailed, at different time*, in
Massachusetts, Connecticut, New York,
New Jersey, Pennsylvania, Maryland,
Delaware, Virginia and the District of
Columbia. At the present time it pre
vails, so far as is known, in but two
places—on Long Island and near Alex
andria, Virginia. The disease is not
governed, one way or the other, by
changes in the weather. Seasons and
latitudes ore all one to it. so far a* re
gards the potency of either to check it.
Not only may a cow, after complete re
covery from the disease, transmit it lo
other cattle, but tbe disease Itself may
lurk in the system ol an animal, in s
latent form, for months before it mani
fests itself. Next to rinderpest, it is the
most destructive disease known among
cattle.
In 1859 the disease prevailed in Aus
tralia with fearful effect. Thousand* of
cattle were swept away in a week. To
quarantine against the disease wss im
possible, as it see me-1 to break out at
every point. Atlength inoculation wss
tried. The pneumonia vaccine wss ob
tained in a singular way, being gener
ated first in one cow, then in another,
and lastly in a third before it was used.
First an animal was inoculated with the
matter which flowed from the diseased
lung ; then a second animal inoculated
with vaccine obtained from the second.
The operation was performed merely
by saturating with the vaccine a small
pellet of wool. An incision was then
made in the cow's tail and the pellet plar
ed in the cut. The vaccine would absorb
in a few minutes, when the wood would
fall out, leaving the wound free from ir
ritation. Many herds of cuttle were
inoculated in this way and it wss be
lieved by those who tried it to have
been in a measure effective. There is a
difference of opinion, however, among
tbe authorities on the subject, many
holding the view of I)r. Gadsden, that
the only way to kill the disease ia to
kill the cattle infected with it.
TUS SHIPLOAD THAT SCARED ENnLAND.
As yet there ia no evidence that the
disease exists among Western cattle.
The question as to what locality the
ship-load of cattle that alarmed England
belonged to lias between the United
.States and Canada. Tbe steamship t >n
tsrio sailed from Portland, Maine, for
Liverpool en tbe 20th of January. She
had when she started 284 head of cattle,
of which three car-loads had been pur
chased in Canada and seventeen car
loads in Buffalo. On the voyage across
87 oattie died. This large percentage,
it is claimed, was due partly to a bois
terous sea and partly to tbe fact that
the cattle lacked attention, as nine out
of twelve men detailed to feed and
water them were sea sick and could not
do their work. When the ship reached
Liverpool two of the cattle were found
to be suffering from pleuro pneumonia
and bad to be killed. Tbe others were
removed to abbe loirs and killed also,
and dressed for tbe market on the same
day. The seventeen car loads which
were purchased in Buffalo were six days
going from that place to Portland for
shipments, being delayed by a snow
storm.
Three weeks ago Dr. Gadsden paid a
visit to Williamsburg, Long Island, to
note the effects of the disease there.
He aays it has assumed proportions in
that section which are alarming, to aay
the least, and is emphatic in his views
thatlbe promptest actio * possible should
be taken toward isolating the diseased
animals from tbe healthyones. England's
sudden alarm at the plague be accounts
for in fxcttbat that oountry ha* experi
enced the effects of the disease in its
worst form* in times past, bavins ex
pended millions of dollars in ridding
herself of it, and. having gone thus,
"through the mill," does not want to go
through it again. An idea of the pro
portions of America's cattle trade with
England may be gained when it is stat
ed that, last year, the whole number of
live oattie exported to England was 52,-
370 hoad. Besides tbis there were Un-
mens* shipment* of dressed beef. The
value of the live stock alone amounted
to £4,000,<X10. Five years ago the ship
ment of live cattle from this country to
Kngland wm a thing unknown.
