NOTICE IS HEREBY GIVEN, " That every person, excepting Justices of | tho Peace, who sbail field any office of profb | :>v trust under the Government oi tiic United j States, or of this S.ate, or of any city or in- 1 •corporate i distinct, whether a c .mtnissioned • officer or agent, who is or shall be employed under trie Legislative, Executive, or Judicia ry department of this State, or the United States, or any city or incorporated district ; and also that every member of Congress and the State Legislature, and of the Select oi j Common Council of any city, or Commission- j [ ers of any incorporated district, is by law in- I capable of holding or exercising at the same j ' time the office of appointment of Judge, In- i spector, or clerk of any election of this Com- j monwealrh, and that no Judge, Inspector,or j that no other officer of such election shall be 1 1 eligible to any office then voted for." And the said Act of Assembly, entitled '' An Act relating to the elections of this I Commonwealth," passed July the 2d, 1899, 1 provides as follows, to wit : " That the Judges and Inspectors, chosen aforesaid, shall meet at their respective pla ces appointed for holding tho election in their district to which they respectively belong, before 9 o'clock on the morning of the 2nd j Tuesday of October in each and every year, • and each of the said Inspectors shall appoint one clerk, who shall be a qualified voter of said district." " In case the person who shall receive the highest number of votes fur Inspector, shall not attend cn the day of any eiectiun, then the person who shall hayo received the sec ond highest number of votes lor Judge, at the next preceeding election shall act as Ins spectsr in his place, and in case the person who shall have received the highest number of votes for Inspector shall not attend, tho piesent elected Judge shall appoint an In spector in his place, and in ease the person elected Judge shall not attend, then the In spector who received the highest number of 70tes shall appoint a Judge in his place; and if any vacancy shall continue in the board for the epaeo of one hour after the time fixed by law Er tho opening of tho eleet'on, the [_ qualified -oters of the township, ward or district for which such officers shall have been elected, present at the place of election , 6ba 11 elect one of their number to fill such K. vacancy." " It shall by the duty of said Assessors, respectively to attend at the places holding j every general, specia. or township election, j during the time said election is open, for the j purpose of giving iniormation to the Inspec- I tors and Judges, when called on, in relation I to the rights of any porson assessed by them ; to vote at such election, or such other matter in relation to the assessment of voters as the said Inspectors or Judges, or either of them, i shall from time to time require." " No person shall be permitted to vote at ' any election as aforesaid, other than a white ireetnen, ol 21 years, or more, who shall have resided in this State at least one year, and in the election district where he offeis to vote, at least ten days immediately preoeding tho j election, and within two years paid S:at or county tax,, which shall have been assass- I ed at least ten days before the election.
