Palace of Justice?
Centlnned from Face Dm
Montgomery. Llmebtirner, Buchhelis and
Frankenflctd, Dr. Charles B. Penrose,
of the Fnlrmeunt Park Commission, and
Mrs. Bessie Debion Altemua.
The public hcarlfig began with an
explanation by Mr. Cenner, who told
of the plana for the "palace," and raid
he would release twenty -nine rooms in
City Hall for ether purposes. The pro pre
posed tourtheiiso la te stand en the
Parkway, between Twentieth and
Twenty-first streets, facing Legan
square.
Mr. Cenner centlqued that the pre-
Sesed new building would provide 4(50,
00 square feet for the purposes of the
court. He said 3000 persona dally are
interested in the court's proceedings
nnd that its work has. increased lui
per cent since 1014.
"Whnt .will It cost?" asked Judge
Audenricd.
"If the work had net been delayed
It could have been completed for $3,
000,000," the attorney replied.
Mm. Jurist Gives Views
Mrs. Leuis Jurist, a manager of the
Heuse of Detention, was the first op
ponent who gnve her' views. Rhe be
gan addressing the crowd in the room
but wns told by Judge Audenreld te
speak te the court. She said that the
money that the proposed structure
would cost Is needed for the child wards
of the city.
Mrs. Jurist declared that the original
plans for the Municipal Court had been
wholly forgotten, and "as Senater Vare
nnd (he late Senater McNichol ha a
prophesied, the thought has led into
great extravagance, and waste of the
city's money. '
Mrs. Jurist said the money would be
be far better spent by applying It te the
congested sections- of tlie city, se that
the housing conditions of the peer could
be improved.
Councilman Develln, who has fought
the "palace" project through all its
stages, compressed his arguments under
three general 'heads. He argued thBt the
nriglnnl purpose of the court was te
have It close te the people, operated in
vnrieus sections of the city.
If the Iegislnture ever decides te
distribute the Municipal Court judges
In various localities, he said, the or
nate court building would be useful only
as nn art museum and this city already
Is at work en such a museum.
The Municipal Court is understood te
be a business institution, he continued,
and n business building would be mere
appropriate than the ornate building
tliat the County Commlftienert plan for
the court which President Judge Brown
heads.
Anether point made by Mr. Develln
was that the ce.stt of the "palace"
would be entirely out of proportion
te its purpose. The city and ceuntv
needs ifJOO.000,000, he said, te bring
the city up te date for the Sesqui-Cen-teunlal.
Meney available should be
used for necessities and net sitperuities,
he argued. Frem $,000,000 te jfflO,.
000,000 Is needed for the water supply
alone, he added.
Details of Project Described
Mr. Wlndrlm described details of the
project as he walked about the model
and pointed te vnrleux features. The
building was planned te f.ice the south,
he wild, and was designed se the maxi
mum amount of light mid air will he
obtained. The reef of the south wing

the architect, said.
"In your opinion is this btiildlne un.
usually ornamental?" asked Judge
Audenricd,
"Nn. it is ery plain and well pro
portioned," he said, adding that It will,
be built of Indiana limestone. '
