Mere Practical Education Needed
Te the h'dlter of Ihe Eventne TuWIe LtAatrS
Sir Your remarks en the returning
American mind, arc te the point. Move
Ir needed. Someone said that for every
ene with brain and ability te think
there ere n hundred who have stomachs
nnd will cat. A learned professor net
long age claimed that only nbetit one in
10,000 rtnlly thinks. Se it seems cer
tain that several things arc needed.
One would be n restricted franchise,
The right te vote should be given only
te these who can show nn ability te de
cide political matters with some degrce
of Intelligence. Years of bodily exist
ence Is no criterion. The Government
tests of the soldier boys indicate that ns
high as 40 per cent of them had only
twelve te fourteen year minds. Clearly
mch immaturity is net fit te govern ub.
Anether is mere education along lines
needed in practical life. Most of us
find no use for Greek, Latin and higher
mathematics and n tot of ether frills
and fuddles. AVc would have been much
better served if the time spent en them
had been given te politics, practical and
theoretic. The land question i ad
mitted te be wrongly managed today,
but few have n decent solution nnd still
fewer agree en one. While transporta
tion Is ages old. the railroad with its
development of regions fur from watir
competition brought new problems we
should be solving. Added te these arc
the ones brought by the use of lnechnnl
cal power and specialization in industry.
Finally there is money designed te
facilitate business for the geed of nil
hut monopolized bv the few and used
te mere or less fully enslave the ninny.
We should begin the study of these
itrtl things In the common schools.
Many Miters never get te any ether.
Lastly i should waste less time In
plaj and get our chnngu of action in
things worth while. There nre plenty
of them. The cog in n wheel, grinding
away all day at one endless job, cannot
be blamed for wishing something else te
de. Manv play, ethers find their hobbled
in things worth while and this is te be
encouraged, and no mere efficient
medium exists than the papers, of whjch
veurs is far from le.ist.
CHAHLES E. DUItYEA.
Philadelphia, September 4. 1022.
Settlement of Laber Difficulties
77j the h'dlter 0 the Kvcnlne PiiMIc Ledger:
Sir I have read with Interest your
editorials en the industrial questions,
and they seen, te me te be fair.
Why net give publicity te the defi
nite prepositions that hnve been made
for settling labor difficulties in con
nection with the railroads and the
milieu?
The se-called Plumb plan for opera
tion of the roilreadsMs a definite, care
fully thought out plan. Would it net
be advisable te give an accurate analy
sis of this plan at the present time?
The Survey for April, 1022, is de
voted te "coal." "The Miners' Pro
gram," by Jehn lirephy, describes pro
posals of men who knew the coal busi
ness. I believe the public, or at least
that part of the public which reads
editorials, would be interested In the
details of the miners' proposals as given
by Jehn Brophy.
Xn doubt some of J our publications
have nubllshed something about both
nf these nlans. but I have net seen
them. At any rate, some repetition
does no harm where careful thinking is
necessary.

Pepper Outshines Pericles
Te the 7,'iilfer 0 the l'vinltig Public Ledger:
Sir Herace of Radner favors Herace
of Reme in that he rightly believes
"middle courses te be the best." Pepper
i' a man of balance. He lias found his
role, but lias net readied his place.
Here is n statesman for the people!
"Pepper for President" is a wertliv

American Pericles greater we aver

Sir Hubert Werk. PeMii'iistei Gen

own every posteffice buildin.; It uses
throughout the country. The only pos
sible objection te huch n plun that even
a mers-back Congressman could raise
is that it is plainly based en common
sense. It is net in the least involved;
it is practical; it Is economical; it is
efficient ; It leaves the Constitution un
molested. The posteffice is the public service
with which the whole population comes
most often into contact. It is every
body's business in n very literal sense.
Te carry en this business no less tlinn

Honesty the Thing That Counts
Te the Editor 0 fhc L'vcntug Public Ledger:
Sir That sturdy old inventor and
engineer, Hudsen Maxim, Is said te
have served notice en an Atlantic City
committee te the effect tlmr he would
net act as "Father Neptune" during
the beach pageant unless pcrhitncft were
placed en the tnboe list. Mr. Maxim
wrote a letter in which he frankly con
fessed thnt he objected te perfumes,
explaining that whenever he has a re
ception In his home he sends all in
vited persons printed slips requesting
that they refrain from using them.
There is nothing in the Constitution
te prevent nn American citizen from
delivering an nnd-perfume ultimatum
te guests or bathing beauties. Further
more, Mr. Maxim's nese is his own and
it is te be presumed he hns n fairly
clear Idea what it finds obnoxious and
what It doesn't. He has been its clos
est nssocinte new for about seventy
years, I believe.
King Geerge is said te liave re-
quested, a year or se age, that n young
woman who appeared ut a court func
tion henvily rouged be asked te retire
nnd remove a portion of her facial
decorations. She retired, but did net
reappear, co thorough was her embar
rassment. Reth the IlrlfMi monarch nnd Mr.
Maxim have been honest enough te ex
press their actual sentiments and, after
nil. honesty is the thing that counts in
tins world. Were everybody se open
and abovelienrd we would be much
better acquainted and net have te pay
the steeii price of deception be often.
But, sadly enough, people arc net that
honest as a rule and hence one knows
little about what Is offensive te his

Poems and Songs Desired
"O 8ele Mle," Net "O Sole Mle"
A friend who alma himself a'dally reader
of the People's Forum calls attention! te an
error which appeared In the title of a
translated son printed In this department
en Tuesday. The aenc In question was given
"O Sole Mle." which the FerunVa friendly
crltle pronounces wrong-, adding that tha
correct title la "O Bele Mle," the Italian
word "sole" signifying- "sun," or, In the
poetical aensa used In the song-, "sunshine,"
whlle "sole" means "only" or "single."
It la clear, therefore, from the text of ,the
song that "sunshine" Is'the word Intended
nnil that the title undoubtedly Is "O Sels
Mle," or "O My Sunshine." The correc
tion made by the Forum's friend Is ac
cepted with thanks.

Congress and Its Viewpoint
Te () CdKer of the livening Public Ledger:
Kir The public is a queer animal.
Kxtept en rcfjular election dnys and

benefits from the public; nnd yet it doc

and In our several htate Legislatures
after election forget all about their
duty nnd obligation te the public and
seem te recognize only the particular
special interests that they feel were
responsible for their election, or that
may prevent their re-election. Never

it nppenred w evident thnt our Con

Legislatures arc the creatures of the
many different speclnl Interests thnt

The only legislation that the public
