issued te the men, aitneugn money was
deducted from their pay regularly every
month. The average deduction from the
men's pay was $0.60 a 'month or $78 a
year for a $10,000 flve-year-term pol pel
ler. Of all the time that I spent in
the army,, during that .time I did net
see mere tnan tnree or tour policies
Issued, although there were thousands

When a new let of drafted men ar
rived at camp they were first brought
te the insurance section te have insur
ance and allotment papers completed.
The last let, I remember, were a let of
men from Seuth Carolina, the majority
of whom could net read or write even
their own name, and as'n result, had. te
make a mark for their signature te the
papers. This let of men were white
men. The second lieutenant who bad
charea of the insurance made a state
ment that each man had te take -out
$10,000 insurance. Many of the men
had no dependents, and asked -If they
could .net take a smaller amount, as
they did net net need as much- aa
$10,000. Inotructlens were that they
should take $10,000, and many, thinking
this was a military ercier ana nau te ee
obeyed ns such, took out $10,000 Insur
ance that they never needed. This is
one sample of the democracy of the
army. Did the soldiena-ef the World
War 'fight te make the world safe for
this type of democracy? Did thctuver
age man think when he entered the
army that second lieutenants would be
allowed te intimidate them Inte taking
insurance in an amount that ,was un
necessary. In order te boost the records
of thcHc lieutenant, at WashlnxtOn? I
hardly think, se. Yet an average ,et
9te a year was deducted irem tne salary
of the majority of 'the men for insur
ance that they did net need. Of course,
the officer figured that the .less money
the soldiers had the less chance there
would be of their getting Inte trouble,
which waa very thoughtful of the effi
cers. . t
But suppose you refused te take out
