Scranton Philadelphia "dlnx
New York, Sept. 20. Trading In
today's stock market was altogether
colorlcn. Yetcrday's burket had n
decided sobering effect upon speculative
(iitliusliism mid was llkewiip nn effective
checkmate on further pool manipula
tive tactic. It was vlrtimll.v n onsc
of moving within u circle, a tlie greater
part of tlip list larked nny definite
trndpiipy. Some lgnllieance, however,
wni nttuched to thp dilllhcis which de
plopcd on the declines. Indicating the
absence of real selling picssure.
Om of tho reasons assigned for the
slilp-trnckhij; of tlu forward swing was
thp conspicuous refusal of tlip so-called
outsiders and nNo Hip banking Inter
ests to follow the Nppoulntlve lrnd of
the last tPn days. Another contributing
restraining influence possibly could
linvo bppn found in tho reconvening of
('onerous tomorrow. Thp outlook on
Iho legislative possibilities of tho con
tinued upceinl session Is altogether ton
foggy to warrnnt the reaching of
'iptinito conclusions. Then again the
strong-arm luetics applied by some of
tho speculative combinations In several
1 1 f tlip rceent sessions was productlvo of
-ntition and suspicion rather than the
( Ipxired enthusiasm.
In fo far as direct news wan con-
rued there was practically nothing in
J the oicr-tiight event1' to give much of
J nn advantage to either of contenting
fin com. It was evident soon after the
opening that if the recent lenders were
j compelled to abandon the bull position,
I the reactionary party, on the other
hand, showed no disposition to make u
I strom; play for n benr movement. As
1 a result the market practically relapsed
into a narrow trading position with both
sides awaiting the next move of the
other. This not only produced con
siderable irregularity in price move
ment, but also n pronounced contrac
I lion in the volume of dealings.
I Professional selling pressure was
ngaiu In cUdeiuo at the opening, al
though fains outnumbered losses.
, I'nited State Steel, the recent leader,
made n fractional advance, and Hold
.win, Vanadium, American Smelting,
Siudebakur, General Asphalt, ltoynl
Dutch and Ajax Kubbcr also were mod
erately higher. On the other hand, SIoss
Sheffield and Hcthlehem Steels. Sears-
ltocbuck. Central Leather, Retail
Stores, Food Products, American Sugar
and American International enhed frac
tionally to 1 point.
IJaldwin was the only active stock to
show a fair degre of steadiness during
tho morning. Other favorites, notably
the motor!!, rubbers, tobaccos, leathers
and chemicals, reacted 1 to 3 points and
Chandler fell 4Vd. United States Steel
moved within fractional limits and rails
were dull and Irregular.
The reactions apparently failed to dis
lodge nny great amount of stock, neither
wcro they followed up by what may
bo called fresh selling. Little liqui
dation appeared hero and there, but
such selling was of minor proportions.
This teeming resistance created un
easiness among some of the lesser mem
bers of the bear party, and taking in
of the small short lines brought ir
regular recoveries before midday.

The local market remained quiet with
little interest displayed In any of the
leading issues. Price movement was
etremely narrow with unimportnnt
changes. Kor some of the less netlve
shares the market was found thin. This
npplied also to some of the more prom
inent stocks, but most nil the opera
tions were altogether meaningless.
Announcement made yesterday by
Mr. Mitten regarding the expiration o'f
bis contrnct with the management of
the Philadelphia Rapid Transit Com
pany aroused much curiosity as to just
what was his Intent. As a innrkii fac
tor it amounted to nothing, as there
was no trading in either P. It. T. stock
or any of Hie underlying companies
I during the morning.
! There was little bettor market for
1 I'. O. I. which displayed rather sig
nificant limitless at HI'!.. There seemed
to be a confident feeling in better in
formed financial circles that the result!)
of today's primarv election would even
tually prove beneficial to the company,
and also promise a speedy settlement of
, tlie gns lease controversy. There was
. also quite a good deal of interest shown
1 in the proposition of one of the under
lying companies of selling a new iue
of stock to both tho employes and con
sumers. Such n move bus been found
very satisfactory by other large utility
companies.

Personal Property
Tax Returns
Residents of Pennsylvania for themselves or as Trustees will
shortly be required to make a return of their property subject to
the four mills State Tax.
Securities of corporations of other states not registered or
doing business in Pennsylvania are subject to this tax, which in
the opinion of counsel is computable on the actual or market value
and not on the par value. For example, $10,000 par value of bonds
costing 100 in 1917 would have been taxable that year at par, the
four mills tax amounting to $40, but should these same bonds be
now worth 80 the tax would amount to $32. In view of the dis
count at which practically all securities now sell the importance
of proper valuation for taxable purposes may readily be seen.
We shall be glad to furnish quotations on any securities show
ing the value at which they should be returned for taxation.
