R.v the Associated Press
Tohlo. Sept. 20. Belief that the Jap
anese Government is Inclined on the
whdle to accept tho American sugges
tions regarding the agenda for tho
forthcoming Washington conference on
limitation of nnnaments 'and problems
of the Pacific was expressed by tho
Acahl Shimbun in on nrttclc yesterday.
At first, it says, .the Cabinet members
were strongly of the opinion that Japan
should positively insist upon the ex
clusions of accomplished facts nnd nlso
of questions affecting particular Powers.
At length more moderate views prevailed
and Insistence upon these polnU was
transformed Into, nn attitude described
ns Japan's "wishes" In' this connection.
The newspaper predicts that the Jap
anese Government will not altogether
object to tho discussion of matters pre
viously cited ns things to be nvoldcd.
H is understood that in addition to
American suggestions Regarding tnc
agenda Include discussion or preferential
railroad rnts ns applied to both, China
and, Siberia. This, coupled with the
general topic of concessions, monopolies
nnd preferential economic privileges,
Jibs strengthened the impression aircaay
ovutlntr that hroad economic nuestlons
will form hn Important phase of the
Washington deliberations.
These questions vltnliy concern
Japan, which has not yet recovered from
the post-war economic setback nnd
which Is striving to solve the problems
of tho high cost of living nnd the high
cost of labor. Her hopes for trade,
economic authorities argue, Ho In China
nnd Siberia, nnd therefore they con
sider she would probably welcome dis
cussion ofTnr Eastern economic prob
lems ns In lino with her desires to ob
tain nurtured sources of food nnd raw
material supplies and markets for her
manufactured articles.
Concerning the limitation of nnvnl
nrmnments the suggestion of tho United
Ntotrn. it- In understood, wns thnt the
