jCommerce Commission Is Told
Stabilized Freight Rates
Is Poor Business
WILL ACT AS BOOMERANG
n By ilit Associated Prc
W'tuiiington, Sept. 2. Ooveinmcnt
regulation of railroad linji so ilcnilonrd
tho seno of rallrond oflielali to uunl
nes condition thnt they no longer nrt
nble to determine ulien to reduce freight
rate to pave their biiilnMi, declared
John 13. Itenton. counsel for the State
railroad rommIdoni, In oral arRiimcnt
todnv before the Interstate- Cnumwcc
Commission on the applications to re
duce rates on sraln and liny.
The Go eminent hns Htnbllireil rates
nnd ns a reMllt, he said, traffic ofli
vclals no longer study conditions with
n iev to competition. The slow action
of the American roads in meeting the
competition of Canadian roads for the
export traffic on grain Mas cited as an
example of the "deadened fccnc" of
railroad officials.
"Anybody could see wl'at ""s hap
pening," Mr. Benton continued, refer
ring to the increase of traffic in uheat
Erowu in this counfn and transported
to the const bj Cnundinu roads, "and
jet thej held their rates up until "!
per tent of the Chic.igo grain wis tak
ing Canadian routes. Present high
rates on grain are, forcing the farmeis
of the West to abandon their farms,
which ultlmatelj will destroy the rail
roads' business.
"I am driven to the conclusion that
since the (iovernment assumed control
of rates, the traffic officials of tho rail
roads have s-o completely dcoted their
energies to securing rate lnciciwes, for
the purpose of increasing revenue, that
they lintc forgotten the importance of
tome times reduciug rates to incicase
menues. i
"Once the get rntes up, thev are
- afraid to put them down, for fear that
if later they want to advance them
gain the cannot do so quickly, and
perhaps not at nil. In the old dn,
when they changed their rates at will,
they adujsted them readily to meet the
needs of industr.. Now, on principle.
tl cy never make an adjustment down
ward, until they arc driven to it b
tho most compelling reasons."
SNAGlwjW FRAUD CASES
8tatute of Limitations May Prevent

Wellington. Sept. 2. (IU A. V )
Criminal prosecution of several war

If n contract was completed more
than three cars ago, but the conspirac
