Outstanding Features of Bill .
Under the agreement reached the new
revenue law will contain the following
outstanding provisions :
First. Rcpenl of the excess profits
tax as of Janunry 1, 1021, making
the law retroactive. i
Second. Repeal of the higher stir- .
tax brackets, those above .12 per I
cent, ns of January 1. 1021. nnd the I
remaining, nhovc 2.1 per cent, as of
Januarv 1. 1022.
Third. Reduction of the transpor- ,
tation tax by one-half, as of Jan
uary 1. 1022. and entirely, as nf '
January 1, 102.1.
Fourth. Repeal of the so-called
soda water tax, the so-culled luxury
tax of clothing, nnd of other "nuis
ance" taxes.
With few exceptions there will be no
new tnxes levied, under the agreement
arrived nt. outside of nn increase of the
flat tax on corporations to Vl per cent
and possibly other minor tnxes under
consideration. The flat corporation tnx
agreed upon represents a reduction by
one-half In the increase originally con
templated. It Is at present 10 per cent, '
nnd some members of the Ways and I

of the Canndian expeditionary forces,
who is under treatment nt the Massa
chusetts clinic for diagnosis, attend
ing surgeons announced.
Six shoe buttons which he attempted
to pass from one side of his head to the
other beenmo clogged and the photo
graphs taken for record clearly show
them. Three of the buttons linvo been
dislodged. One passed out through his
ear nnd two through his nnsal passages.
Shanley's condition was f-ald to be seri
ous, because of the danger that the
hooks on the remaining buttons might
rupture a blood vessel.
The phenomenon was caused, Slinn
ley said, by tin concussion of an ex
