ments on the New York Curb market
were Irregular today with somo Issues
showing a rallying tendency from low
levels that wcro reached yesterday. Coal
stocks, as n group, were in better de
mand, Southern Conl and Iron reflecting
steady, buying and ngnln selling at 2
and n, and Glen Alden Cool, In which
there has been accumulation" In evi
dence for some time, sold at 35 to 30.

Emerald because of increased offerings,

Dnrant Motors held firm, with sales
at 28V4, but there were steady offer
ings again of Republic Tire, which sold
nt 35 cents a share. United Retail
Candy continued heavy, chiefly as a re
sult of the cutting In rates by candy
makers, selling nt CC and 5. British
American Tobacco was quiet, with small
amount or business nt 1-'.
Cities Hcrvlcc common was the fea
ture of the petroleum group, making
a good rally from yesterday's low level.
The bankers' certificates sold at 13
and the preferred shares at -MMi- In
ternational Petroleum was traded in at

In n formal statement esterday Mr.
Gadsden said on the question of taxa
tion of public utilities:
"Public utilities should be placed In
a special class for the purpose of tax
ation, so thnt the burden of Federal
taxation to be Imposed upon lliem maj
be determined in the light of the fact
that they are regulated industries Pub
lic utilities arc nlreudy by law treated
as n special c'ass for everything except
taxation.
"Hut when It comes to taxation,
nillili'' iltl'itlo-, have, up to this time,
been treated as any other lmines mr
poratlon, notwithstanding the fuct that
n public utility's icturn on its invest
ment Is limited by law. whereas the or
dinary business corporation is free to
mnke any profit whlih business con
ditions will permit.

sociation earnestly protest against nny

gas, electric railway, electric light and
power companies, and urge that the
normnl income tnx on public utilities be
kept ns at present at 10 per cent and
not increased along with business cor

"The reason for this dhtin'ttoii is
apparent to any one wno Is conversant
with the history of public utilities
during the last four of live jeurs. It is
admitted that of all classes of business
enterprise, the public utilities have,
suffered the greatest Injury as a result
of the war.

for Congress to show Us appreciation of
the plight of the public utilities of this
country and afford them some measure
of relief.
