HARDING SENDS MESSAGE
By Hie Associated Tress
Louvaln, Hcljjlum, July 2S. The
v corncrtsono of the new library of tho
Unlrersity of. Louvaln, planned as n
Sift of tho American people to the poo-
V ple of Belgium, was laid with elaborate
frr, cromony hero today.

ilont Harding was a fcaturo of the
exorcises, which were attended by King
Albert, who delivered an address pre
ceding the laying of t'no stone, as did
Cnidlnal Mcrcier, the Primate of Bel
plum; former President Polncare. of
Friuire. nnd Premier Carton do Wiart,
of T'l-lg'tini.
The building to be erected will re
pine the world-famoin library of Lou
vnln. destroyed by the German army
in Its Invasion of Belgium in 1014.

I'ltlviTclty. New York, laid the corner

cinunitW'c fur the restoration of the
fanumt eduentlofial center. Cardinal
Mere or. I'rlnmte of Belgium, standing
in the nildnt of Belgium's highest
clergy, blessed the building. As the

ler Ml id ;
"Anierli-n will watch this splendid

nb'e bonds that bind America to Bel-
tun. to France, to Great Britain and
- to all their Allies. A nation cannot
do battle In a great cause or for n
nobV Ideal without receiving a new
baptism of spirit.
"Such a new baptism of spirit has
cinie to the people of the United States,
and this act of theirs, so small when
compared with their ambitions and
hopes. U convincing evidenco that
America will never stand Idly by while
freedom is destroyed, while liberty is
turned into slavery, or while tho can

man aspirations and human accomplishments."
Less Cholera In Russia
Kig.i, July 28. (By A. 1) No
ticeable decreases in tho spread of
, cholera during the last fortnight are
reported in the Moscow Pravda. The
newspaper wys that total registrations
of sufferers from the disease since the
trglnnlng of this year wero approxi
mately 85,000, a considerable increase
over tho proxious announcement, but
the newspaper says this is due to a
delay in filing the papers, most of which
were for June.
