lacked concerted buying power, nrd sec
ondly, speculative ndjustmcuts in many
groups of the Industrial division were
not yet completed. Offsetting this, from
a long dlstnnee point of view, was the
undeniable testimony that constructive
factors were In the milking, which in
evitably will exert powerful influence
In shaping the morket trcairt For the
moment, the market has ined Into n
traders' gamble. Little, if any, ule
nlfiranco is to be attached to the day-to-day
errntie variations. By reavin
of the narrow limitations of the existing
trading area, the list Is always likely
to become either quickly orcrsold or
overbought.
Recent Washington developments
would have been sufficient to hnve In
jected n lot of enthusiasm If condi
tlons were half-way normal, but tin
fact remains that the market docs not
respond This, naturally, has raised
the very interesting question as to what
is needed to liberate the flnanclnt and
speculative community from the gloom
and pessimism with which all hands
appenr to be saturated. Tho answer
undoubtedly would be found in the
reliable proof of a change for the bet
ter in the Industrial conditions which,
t the moment, are anything but en
couraging. Karnlng statements and
other Information coming to hand nerve
to emphnslre the wide ramifications of
the business depression, and this Is
made more disturbing because of the
lack of evidence to show any positive
betterment In sight.
Coupled with the unsettling shrink
age of earning power is the disclosure
of the unpleatnut financial position of
many of thece concerns, suggesting diffi
culty in meeting fixed charges and tax
requirements. Hnrrowlng of money by
a corporation is all right at times, but
when business N poor, us It Is at
present it menus an increased burden
with nothing in sight in the way of
profits to offset It.
In truth, many of the concerns, so
flush in cash a few years ago when huge
war profits were piling up, now find It
quite Inconvenient to make both ends
meet. Not n few of them were among
those companies that were quite liberal
in given stock dividends and stock allot
ments. ".Money poor," however, seems
to be quite a general disease throughout
the length and breadth of the land, If
not approaching close to an epidemic.
The responsibility for this lamentable
condition is not difficult to determine.
On the contrary, it is easily traceable
to the stoggcring taxntlon. Therefore,
In the opinion of u number of competent
observcres, little real change can be
expected In the general situation until a
revision of taxation becomes an ac
complished fact Some months ago n
well-known authority stated the first
real signs of a turn would come from
Washington. The truthfullness of this
assertion is becoming more strongly
apparent each day. Washington, with

buying as many had Anticipated, nnd It
Is admitted that tho situation Is not nt
ail encouraging.
Consumers of steel continue to argue
that prices nre still too much above
the pro-war level, but they fall to take
Into consideration that coots aro ma
terially higher, Including labor, railroad
freight rates and what might bo termed
tho "raw materials" required by tho
steel plants.
In connection with labor, it is known
that some ot tho leading Independent
steel men aro not as yet satisfied that
rates nave come down snfflcltnt to meet
tho existing situation. An official of
one of tho lending IndoDendonts told the
writer this week that common labor
beforo noxt spring should be down to
nineteen cento an nour.
However, not all aro agreed that such
a radical further reduction will be
possible unless conditions get much
worse than they aro at present. It is
known that the Steel Corporation's
management Is not anxious to mako any
nddltloual wago reductions unless such
action becomes absolutely lmpcrntlva
because of tho situation being decidedly
unfavorable,
Kven tho now prices which were an
nounced only about ten days ago aro
not holding. It is learned that on
small inquiries which came into the
market during the last week more than
one of the Independents offered prices
below those which wcro announced pub
licly. rig Iron Prices to Hold
Tho pig Iron reports rocclvod here
during tho last week wero highly con
flicting. In Birmingham prices havo
been rcducod to the $20 base, or $1
a ton under tho quoted level a week
ago. Advices from tho South state that
makers expect prices to hold at the
present IcvcIb, because it would be un
profitable to sell at a lower figure
In the local district there has been
somo improvement in inquiries, espe
cially for tho late third quarter and
tho final three months of the year, but
the price Situation is still easy, and
the point is made that considerably
lower quotations would bo possible If
attractive Inquiries came Into tho mnr
ket for prompt delivery.
Buying of girder rails has Increased
materially recently. The Lorain Steel
Co. has received an order for 4000 tons
from the Chicago Street Railways, and
a contract for approximately fiOOO tons
has been taken by the Iicthlchem Steel
Co. from a street car line in Toronto.
In addition, a number of smaller or
ders were given the makers during the
last week.
Leading makers of girder rails point
out that this is the season of the year
when the street railways make their
Improvements, etc., and that activity
can be expected in this connection Is
seen from the fact that thero has been
iultc a demand for track material dur
ing the lust ten days or two weeks.
Structural Steel Demand Better
A better demand also is reported for
htructurnl steel material nnd, while
there has been no large Individual order
placed with the makers, tho aggregate
of the binaller contracts Is encouraging
in view of the recent lack of buying.
Quito a tonnage is involved in con
tracts which are expected to bo placed
in the next six mouths in connection
with new building activities.
Quite u few contracts for mcichnnt
bars were placed following the reduc
tion to 1.00 cents per pound, but uftcr
a spurt of a day or two tho demand fell
off again. Tin plato makers, not self
contained, aro said to be Inquiring for
merchant bars, but some are inclined to
wnlt for concessions.
Operations of boiuo of tho wire mills
liovo been iucrenscd recently, due to
releaser! on old contracts which had
been held up. These releases followed
tho last reduction in prices. There nlso
have been some specifications against
old contracts which were long overdue,
nnd the situation in wiru is slightly
better than heretofore.
An increased business is reported In
scrap, but most of the trudiug has been
between dealers who aro buying one
grade and belling another. There has
been no outside buying thus fur, and
the lower operations of steel mills, cou
pled with the fact that consumers still
have supplies of old materials on hand,
does not indicate any possibility of an
early Increased demand from outsiders.
The market for ferro-alloys is dull.
Ferro-manganese is quiet and easy, but
there has been no demand to nctually
test prices. Ferro-silieon has sold nt
70, but lower prices are predicted.
