FREE SPEECH URGED
BY DARTMOUTH HEAD
An attack on the propaganda of half
truths and a pica for the rights of free
ns8erably nnd free opecch were mado by
Dr. Ernest M. Hopkins, president of
Dartmouth College nnd orator nt Uni
versity of Pennsylvania commercctnent
exercises today.
Tho world hns been compressed Into
much smnllor limits by fleet agencies
of transportation, by tho radio and the
newspaper, and a greater community of
Interests among tho peoples of tho earth
Is n result. Dr. Hopkins said.
One, of the dominant questions of life,
the speaker continued, is whethor man
Is to be the mnster or tho victim of the
civilization ho has created. Education
must concern Itnelf with that question
primarily and without delay, he as
serted.
Sneaklne of the dissemination of
facts as a vital leavening of tho whole
complicated structure of civilization,
Dr. Hopkins continued:
"However unsavory tho odor of the
reflection now, apart from tho exigen
cies of tlio struggle, the fact rwnalnrt
that breeding of morale of tho people
for war Involved, in tho censorship, the
suppression of truth on well its of false
hood : nnd In the policy of propaganda
Involved tho enthronement of part truths
nnd emotional appeals nbovo complete
truth and tlio dictates of renscn.
"But now thnt war is passed the
spirit of propaganda still remains In
tho reluctnnco with which there is re
turned to an impatient people the an
cient right of access to knowledge of
the truth, the right of freo assembly and
tho right of freedom of speech.
"Meanwhile, tho hesitancy with
which theso are returned breeds in large
groups vague suspicion and acrimonious
htrust of that which is published as
truth, nnd which actually Is true, so
thnt on all sides we hear the query
whether wo arc being Indulged with that
which is considered good for us or with
that which constitutes the facts."
Discussing tho shrinkage of the world
because of increased powers of com
munication, Dr. Hopkins paid a tribute
to tho newspaper which, ho said, "gives
greater wealth of information every day
than any mnn could have acquired in
a year by all the means of information
available when our Government was es
tablished." KOTICE
