ling. The week's market proved to be hard
sledding for all those pledged to or fa
voring the constructive side. Between
dividend chills, tight money nnd mill
tiplving adverso developments in the
industrial situation, the reactionists
experienced little trouble in marking
down prices as they willed. As a mnt
tcr of fact, the seeming vulnerable po
sition of the general list was quite sur
prising. On tho other hand, it wns
obvious to every experienced observer
that had it not been for the mnrkct's
thoroughly liquidated condition the
week's crumbling of prices would pos
sibly hnve readied much more EcrJous
proportions. As it was, new low prices
for tho year were not only made by a
number of the Industrial specialties, but
in mnny instances the lowest quotations
reached in many yenrs were recorded.
This fresh weakening of the specula
tive superstructure of tho market was
difficult to reconcile with the unmistak
able progressive improvement in the
economical situation. IJeMdes. it was
productive of growing concern as to
whether it would not be found impera
tive to upply still more drnstic meas
ures In the dellution process before the
general business and linancinl situation
could be restored uns thing near a nor
mal equilibrium. Those fears undoubt
edly arc prompted because of the omis
sions and reductions of dividends by so
many of the prominent industrial con
cerns, together with similar policies
which n number of the railroads found
it necessary to adopt. Ilucauso of the
forced necessity to conserve all avail
able resources to meet the current press
ing needs, it is thought by some ob
servers this policy may extend to com
pulsory liquidation of securities and
other nvailable liquid assets. It Is cer
tain, in all events, because of Hie fail
ure of the expected business revival to
materialize, which seemed possible in
tho early part of the spring, prnctlcnlly
nil the leading industrial interests have
been compelled to institute prompt and
drastic alterations in their plans. In
other words, while the fundamental and
economic situation has been transferred
from a chaotic to a more comfortable
position, the industrial and business
situation lias gone from bad to worse.
The extreme pessimism which seemingly
pervaiiM all qunrters, However, may,
permanent turning point, it ib always
tne darkest ticiore dawn and, as was
experienced in other periods of depres
sion, the chango for the better may
come suddenly like a bolt from the clear
blue.

generally featureless local market. The
trading- was of the familiar perfunctory

holiday. Only three Mocks of the en
tire list rolled up a turnover exceeding
100 shares. While tho tone of the mar

Judging from the listless character ot
tlic current speculation, evidently the
majority of the local trndins contingent
tintl it convenient nnd profitable to
maintain a position on the side line
rather than attempt to discount the
possibilities of tho future. Speculntite
interest In thn loonl stocks continues nt
11 very low ebb. There does not appear
to he the slightest chance of any turn
in the tide ot sentiment until mnnevi
market conditions assume a much easier
position. This long-sought transforma
tion appears as distant as It wns live

bankers say It is going to stay so for
some time to come.
Considerable encouragement should lit
derived from tho fact that two of the
most prominent nnd largest Philadel
phia corporations were able to maintain
their rejular dividends this week. Tho
two refetred to are Iluldwin Locomotive
nnd l-.lectric Storago Buttery. Some
seemed to think the semi demoralization
nf the automobile Industry would have
unfavorable effect upon the business of
the latter company. It Is estimated by
those making close study of the com
pany's operations that contraction of
orders in new business Is more than
counterbalanced by replacements. Inter
ests close to the Baldwin management
nssert tho financial position of the com
pany was so materially strengthened by
reason of Immense profits accruing from
the war work as to mnko the dividends
safe until equipment business return,
to normal.
For the moment mnrket interest Is
diverted from stocks to bonds. Because
of the rapid multiplication of new Is
sues, signs are already In sight indicat
ing the market la npproacluns a simi
lar saturation point reached Inst Feb
ruary. It I somewhat of a mystery
where the Immense production of new
