The motor storks were the chief factors

motors were entirely successful In

there were many new high quotations
for the present calendar year estab
lished during the week.
As a matter of fort, the advances
In the motor Issues are warranted to
an appreciable extent because there
has taken place a marked degree of
-betterment In the motor Industry, par
ticularly during th(, past three weeks,
lt Is learned that some of the motor
companies' earnings statements for the
month of March will exceed previous
estimates by at least three times, this
being true with respect In (lenernl
Motors. Chandler and Studebaker.
These companies have been favored
with a tery much larger volume of
buslnesN than had been ' ted and
this In turn has resulted In .heir being
nhlo to reduce Inventories by a con-
slderablt larger amount than the most
sanguine expectations had Indicated
previously. .
lt Is felt, however, that the upward
movement In the motors has been
rather rapid and It would not sur
prise many careful students of ktock
market affairs If moderate reactions
wore to occur In tho motor list within
the next two or three weeks.
Bond Market Improving
After n period of the past three or
four u.nLu nf .liillnoss In the bond mar
ket, activity developed near the close
of last week and prices became a shade
better, with Indications oi improve
ment of a permanent character, devel
oping In the mnrket ns a whole, hosier
money mnrket conditions, no .doubt,
have been responsible In some measure
for the Improvement shown Iti the bond
market, although In the trade It was
stated that there has been a tendency
toward moderate improvement during
the past few days us a result of the
Issues which already were outstanding
having become fnlrly well digested.
It will be recalled that new offering!,
of securities have been confined to
within narrow limits during tho past
months, as this naturally 1ms afforded
time for the issues already outstanding
in the hands of the public to become
better nbsorbed and more widely dis
tributed ln the linnds of investors.
Turn In Copper Mnrltet
Another turn for the better was made
lu the copper mnrket during the past
week, due in Increased Inquiries from
consumers and somewhat larger orders
than have been placed on tne average
for several months. While the busi
ness is not yet to be considered sub
stantial, the Increase nevertheless Is
said to be gratifying to the lending au
thorities In the trade.
Quotations ore higher, the American
Metal Co.. which had been selling
freely at the beginning of the week
at 11! cents per pound for spot copper,
holding firmly for '2 cents at the
end of the week, and even nt that
figure It was offering smaller quantities
than unusual for iminedliile delivery
only.
Some of the other sellers who had
been meeting the low price of the
American Metal Co. had made con
greater advances before the end of the
week, one of them naming l-l4 cents as
the minimum nt which copper would be
sold "for the present nt least." Kven
Ihe small dealers and .jobbers advanced
their prices to from I2V4 rents to 1 2 Vi
cents per pound.
Natural!;, tills change strengthened
the attitude . of the lending selling
agencies, which continued to adhere to
their quotations of from VJ--); cents
to 1.1 cents per pound, nrcording to de
liveries and the quantity wanted. These
lendciH insisted that it would he rather
difficult to place nn large order al
the 1 U1 a cent price nt this time, and
for that reason they did not make nny
effort to compete with those who were

To the Preferred and Common Stockholders of
American Smelting & Refining Company
At the request of a larijo number of stockholders, the undersigned have con
sented to act ns a Stockholders' Committee of Investigation to inquire into the manage
ment and affairs of tho Company.
Th'8 Committee is not affiliated either with those active in tho management of
the Company or with those who have recently been nctive in attacking that manage
ment. It is entirely impartial. Its members have formed no opinion as to many of
the statements concerning the management which have recently been made by Mr.
karl Eilers, formerly a director and Vice President of tho Company.
Without roference to the adverse criticisms of the management which have been
made, the following statements appear to warrant an investigation:
(1) Practically tho entire Board of Directors has been composed of persons
drawing salaries from the Company, owing their employment to the favor of the
President of the Company, not to the general body of the stockholders.
(2) In this sense the Company has not had the benefit and protection of an
independent representation of its stockholders on the Hoard of Directors.
(3) Those in control of the Company have been largely interested in conflicting
or compoting companies.
(4) The large nnd apparently heretofore profitable selling agency has recently
been transferred, without consideration, from your Company to Guggenheim Brothers.
(5) The opportunity has existed, and still exists, to operate your Company to
its disadvantage.
(6) The present showing of your Company is unsatisfactory.
In view of these facts, and of the chnrges of mismanagement which hove been
made, it is clear that the stockholders should acquaint themselves with the affairs of
the Company. There should be made, by a committee acting in their behalf, as com
plete an investigation as may be had.
We ask the support and co-operation of both the preferred and common stock
holders by becoming parties to a stockholders' agreement providing for a contribution
not to exceed One dollar por share with an initial payment of Fifty cents per share
and constituting the committee the attorneys-in-fact for the stockholders for the pur
poee of conducting tho necessary investigation and repiesenting tho stockholders to
such extent ns may provo to be necessary for the protection of their interests. The
exe?ution of this agreement will not affect the stockholder's right to sell his stock, ns no
call for a deposit of stock is contemplated nt this time nor will it require the with
drawal of any proxy given for uso at the Apiil meeting of stockholders. Copier of the

Councilman Hlmon Walter, chairman
of the committee, recently Introduced
nn ordinance providing fot the creation
of a bureau of automobiles, which
would virtually centralize all city
owned motorcars except those in the
fire nnd police bureaus and bureau and
department heads, placing them In a
city garage, where officials could call
for them hh fhey were needed. The
measure is now in Council's property
committiv.
"It Is perfectly ' obvious," Mr, Oril
enberg "aid, "that there ii a great deal
of 'joy riding' and uneconomical use of
city-owned cars. The Information made
public by the controller's office, how
ever, does not startle me In 11117 the
Bureau of Municipal Research ordered
one of its engineers to make an investi
gation Into the matter. The engineer
found the officials of Mayor Smith's
administration auything but friendly to
his Inquiries. He did learn some in
teresting facts, though, before the war
cut short his work
Buying Method Criticized '
"From the farts he presented me and
those given out by the controller I am
heartily in favor of centralizing city

way that will make for greater efficiency
and for a better system in reckoning

tenance The engineer, for Instanre,
brought to light facts to show how offi
cials in some departments were buying
cars from concerns which shortly before
hod ceased manufacture. To get spare
parts for those cars the city was com
pelled to send to distant cities. 'In
volving long waits and unnecessary ex
pense. Cars that were still made nt
that time and whose parts were easily
nvallahle could have been purchased
just as cheaply and given juxt as good
service
"As to the 'Joy riding.' I was walking
along Sixty-third street this morning,
when I noticed a large motorcar, with
the unmistakable seal of the Deport
ment of Public Works on it, go by.
Now, that car might hnve been on
official business, I'll admit. But, then,
today is Kaster. ami It is just as possible
that (.nine official decided to take a ride
in 11 city car on the first fine Sunday of
the season."

for the last 15 years, and for itself and its predecessor,
the American Bell Telephone Co., a record of pay
menta averaging almost this rate for the past 36 years.
The amount actually paid into the Company's Treasury
for Capital Stock issued exceeds $108 per share, while
the surplus earnings reinvested in the business by this
Company and its subsidiaries and carried as surolus
ind reserves is estimated to exceed $200 for each share
of the outstanding Capital Stock of $100 par value. '
The total funded debt of the American Telegraph k
Telephone Co. aa of December 31. 1920, was $317.
429.000. nnd the par value of Capitol Stock issued
$442,825,400. The earnings reported for the calendar
year 1920 amounted to $103,946,988 Cross, and
$70,686,904 Net, applicable to the payment of $18.

The present market value for the Capital Stock is ap
proximately $100 per share. In March. 1917, just prior
to our entry into the war. this stock sold nt $127,
