The postmaster general addressed
letters to all postmasters directing their
attention to the desirability of, partici

communities.
"By taking an executive interest in
the meetings of local chambers of com
merce, boards of trade and other civic
and community organizations," Mr.
Hays said, "excellent opportunities nre
afforded for the dissemination of gen
eral postal Information, essential to the
proper conduct of nn efficient postal
service. Postmasters should avail
themselves of such opportunities td
solicit tho co-operntion of civic or
ganizations in securing observance by
the general public of tbe fundamental
nrinclples of mailing, the compllnnco
with which on tho part of postal pa
trons Is necessary to the discharge of
pobtal duties to the entire satisfaction
of the public"

hart, seemingly increased tho tangle of

killed so that other persons could claim
large amounts of insurance Virgil
Decker carried after having identified
Uvett's body as that of Decker, who
ustorday was formally charged with
Lovrtt'g murder.
After Decker was placed In jail here.
he was stripped of his clothing to see if
he had a rose nnd dogger tattoo mark on
his left arm. Decker, however, had no
tattoo marks, although it had been
asserted Decker had such a tattoo mark
on his arm and two weeks ago had in
duced Lovett to have a similar insignia
placed on bis left forearm.
Arthur Decker, fifteen - year - old
brother of Virgil, who disappeared dur
ing the inquest without testifying, was
arrested and brought hero from Elk
