! Penrose to Hear Governor
I Sproul and Leader Crow
in Washington
SENATOR WRITES SMINK
Final dciision on the important leg
illation to b purihed through the Gen
' cral Assrmhlv by the Hproul-Crow
leadership will be reached In a confer-
eucc next Hundny in Washington be
tween the Governor. Mr. Crow and
Senator Penrose. AnnXumecment of
this conferenrc was made by Senator
Penrose today.
There is some talk to the effect that
.Senator Penrose will visit Harrlaburg
in the wck of March It. This is
based on the contents of n letter re
ceived by Roirescntntive Smlnk. of
Mi Philadelphia, an ally of Hnrry
J. Trainer, from Leighton C. Taylor,
secretary to Senator Penrose. .r.
Smlnk said the letter Indicated tfa.it the
senator would hold conference, with
legislators In the national capital. Pen
roie leaders in this city, however, were
inclined to believe the senator would
not go to Harrlsburg this year, an he
did two years ago. when the charter
bill was under consideration.
Governor Sproul, probably accom
panied by Mr. Crow, will go to Wash
ington from Pittsburgh. Following the
Washington conference the Governor
and state chairman will tall things
over with lieutennnta in Itarrlsburg.
in the Washington and Harrhburg
conferences the Governor plans to ar
range to start his bill for submitting to
the people the question of calling a
constitutional convention nnd to decide
upon ways and means of increasing the
revenues.
One of the Governor's proposals,
mado In bis mcaago to the Legislature,
is that a small tnx be laid on the
capital stock of manufacturing cor
poration. This is vigorously opposed
by the allies of .Toeph It. Grundy,
president of the Pennsylvania Manu
facturers' Association. On the other
hand Governor Sproul feels that it Is
up to the Legislature to select new taxes
out of the legislation propound by him
self and members of tho Assemby, How
ever, it la his disposition, because of
what administration lenders regard as
the "harassing activities of the
Grundy men," to push the tax on man
ufacturing corporations. This is one of
the hlg subjects which will be dls
cusKed in tho conferences,
Tl is possible, therefore, that Mr.
Grundy, who has been conferring fre
quently with Senator Penrose at Wash-
llngton In regard to both state and na
tional revenue legislation, will bo with
in hailing distance when bla opponents,
tho Governor and atato chairman) nrc
in Woihlngton. The Impression pre
vails among legislative leaders that
Senator Penrose will leave the question
of revenue to the Sproul -Crow leader
ship after pointing out the desirabil
ity or bnvine harmony ana cringing up
the action of the governor of New i'orfc
In cutting $7.5,000,000 from the state's
budget at one stroke.
An indication of his attitude was seen
In this comment by Senator Pctnrose:
"I am not taking any active part in
Pennsylvania politics."
And leaders of the Vare-Brown-Cun-
ningham combination, who are working
' under Senator Penrose, and who control
I a majority of the big Philadelphia dele
gation, said today that the delegation
I would stand by the Governor. In the
i opinion of politicians, all these points
indicate that a harmonious program for
the wind-up of the Legislature is In the
I making, and that this program will be
known na thb Sproul-Crovv program.
