facts only, and lets you know what is being done with

Just what is the Bureau of Municipal Research?
IT IS an agency of alert citizenship maintained by 2000 public-spirited men and women of Philadelphia. It em
ploys a staff of investigators, statisticians and specialists in accounting, engineering, health, civil service and
law, equipped to solve technical problems of city gover nment of vital interest to you.
The Bureau of Municipal Research is the servant not only of the city but of yourself. Its province is one of
helpfulness.
Witness These Facts:
When Philadelphia wanted a new charter, the Charter Committee depended upon the assistance of the Bureau
of Municipal Research in the preparation of virtually every section of the new document.
When the Constitutional Revision Commission proposed a state budget system, the information they worked
on came from the Bureau of Municipal Research.
When the Mayor's Committee on Mandamus investigated the situation which drains the treasury of
$2,500,000 a year without Council's control, its principal recommendations were suggested by the Bureau of Munici
pal Research. v

The institution of municipal street cleaning.
Correction of the so-called Mandamus evil.

politics ; fewer drones.
A dependable, adequate and wholesome water supply.
Abolition of the magistrate system and non-political minor and
municipal courts instead.
It berran scientific study of the street-cleaning: pioblem before the new
charter went into effect, and at the Mayor's request officially participated
in the engineeiinp; study authorized by Council.
It has fought five years, mostly single-handed, for standardized
salaries in the Civil Service; and it has stood without partisanship against
political manipulation of the service.
It initiated most of the city's modem accounting methods, and has
brought about improved budget procedure and more profitable employment
of city money.
It reorganized the Bureau of Compulsory Education and led to cutting
down truancy in Philadelphia. ,
It is responsible for the creation of the Bureau of Weights and
Measures, which protects your wife from being "short-wejghted" or
"short-measured" by dishonest dealers.
It is responsible for greater efficiency in the Buicau of Vital Statistics
and the Bureau of Housing and Sanitation and for the creation of the new
Departments of Public Health and Public Welfare.
It has forced desirable publicity in Sinking Fund matters and has
taken many steps to improve administration of tho fund. It saved seven
cents in the 1917 tax rate, by forcing tho Commissioners of the Sinking
Fund to give up $1,160,000 to which the fund was not entitled.
