LEGION COMMITTEE : FATE IN BALANCE Organization to Have No Gov r orning Body Unless Stato Charter Is Ratified The fate of the PhiladclohU county .committee of the American Legion Is again hanging in the balance. As a result of the successful conduct of the first legion field meet on Frank lin field Saturday a substantial sum -Vill be turned over to the treasurer of the county committee ns its portion of the proceeds. Sixty per cent of all ))' funds realized from the sale of ."Veta will be remitted to the respective posts according to the proportion of sties. The athletic committee has been car rying the expense of the legion county headquarters, at 1011 Chestnut street, but Is not obligated to do so beyond the time required to wind up the business Incident to the Held day. The question as to whether the county headquarters shall be closed must be decided by the county committee nt Its meeting Wed nesday evening. October 0. in the Chamber of Commerce assembly room. Must Wind up Work i The existing county organization will ceatiC" to function as soon ns the new state constitution has been ratified and a district deputy has been appointed bv David J. Davis, the department com mander, to take charge of legion offaira In Philadelphia. The district deputy, although greatly in need of clerical as sistance and an office from which to orerate, will not be permitted under the constitution to utilize the headquar ters, which could be maintained only from funds of the present county com mittee. The only money which may be paid to the deputy is for truveling expenses, which in Philadelphia would amount I to a very few dollars n week for trolley i fare. It has been announced" by depart ment headquarters that the new con stitution will have been ratified by October 1, and the deputy commander who will have charge of the seventy- . six posts in Philadelphia county will ' be named immediately nfter the na- , tional convention in Cleveland. Unless i three-fifths of the posts, representing three-fifths of the total paid-up mem bership In Philadelphia county, request the department commander to call for the organization of a county committee in Philadelphia, there will be no such organization shortly after the middle of October, according to present indica tions.
