ly defined today than over. The week
end developments, both from a foreign
and domestic Viewpoint, were of a na
ture likely 'to promote farther caution
and curtailment of speculative activi
ties. Not only was the volumo of deal
ings materially reduced, but tho mar
ket was virtually without settled ten
dency for any considerable time, yet tho
mercurial vernation in price movement
reflected llttlo olso save the scalping
operations of the professional traders,
which clement had virtually complete
control of tho market
no of tre moro disturbing features
was the continued weakness of the low
priced oil and motor shares, nnil others
of the recently exploited Issues. This
element or. wcoKness indicated thnt the
purging process of collateral market
loans was not yet comnletcd. and tho
cnaracter or the selling suggesed banks
were still finding it necessary to do
in a ml substitution of moro liquid col
lateral in loans.
Unlike the previous demonstrations
against tnc softer spots, tho depression
or tne individual stocks was not fol
lowed by a general selling movement.
While It had a dampening influence, yet
tne principal cucet was to restrict ac
tivity and virtually leave the ceneral
market in tre hands of that group of
tne trading element commonly Known
ns "fraction chasers."
Not only did the market have fresh
complications in tho foreign situation
to combat with, but also conclusive evi
dence of a further strain I if financial
resources, as indlcntcd in the 1 per cent
.decline in the Federal Reserve Bnnk
ratio to 118.8 per cent. On tho top of
this was the unsettled oxchnnge on Lon
don, although rates were only slightly
shaded from last week's closing level.
From the very outset tbo market
showed nn uncertain tone. An irregular
sclllnc movement at the opening, with
.pressure centering In the oils, shippings
and motors, produced initiui recessions
ranging from fraction up to 4 points.
The oils, steel and equipment shares, in
turn, led a general rnlly in tho first
hour, Mexican Petroleum nnd Baldwin
Locomotive mnklug full recoveries. At
tho same time. Crucible nnd lteplogle
Steel rote substantially over last week's
closing prices. Atlantic, Gulf and W'ct
Indies mndo up half of Its 4-point enrly
loss and other shipping bhares Improved
to n like extent. There wan greater
ficndincss among the investment rails.
Much of the advantage, however, was
canceled beforo noon when low-priced
nil nml motor shares were depressed
by a series of bear drives, that element
continuing tno same tactics as iouowfh
last week to uncover the weaker spots.
On this reaction the trading becamo In
tensely dull.
Another rally during the very dull
early afternoon session was featured by
thn Euronean oils, notably Roynl Dutch
and Shell Transport, the tobacco group
also strengthening. Stools nnd other
prominent Industrials continued to move
hesitatingly between bigu and low lev
els of tho morning.

It would be difficult to find n pnrnlell
even in mid -summer for the extreme
dullness which prevailed in today's
local market. Almost every condition,
circumstnnce and influence seemed to
combine to place further restrictions
upon market interest, if such n thing
were possible. The volume of dealings
was about the Mnallcst hecn tula year
and there was not n particle of signifi
cance to be nttached to what few trans
actions were made. It was u market in
name only, nnd should be judged ac
cordingly. In 'so far as prices there was about
an equal division in gains and declines.
Tho changes either way being limited
almost always within smull fractional
limits. The only wide change, nnd that
was only :J4 , occurred in Electric Stor
ago Battery, which fell to 11C'4 after
opening at 117. Less than 100 shares
changed hands. Trading almost btopped
entirely in the warrants, which were
off M nt 15.
Pennsylvania Railroad held firm
around 40. Philadelphia Electric was
held at 21 , wbllo llapid Transit, on
small sales, tell oil v to li. Phi h-
delphla Traction, on nominal dealings,
declining to (50. United Gas Im
provement was Arm at 41. Lake Su
perior dropped back to 11 V,. Lehich
Navigation remaining steady nt 08.
Moro or less interest, of course, was
centered in tbo National Properties Co.
controversy. It is believed that the
protective committeo will declare the
refinancing plan operative today. On
the other hand tho opposition will hold
another meeting this afternoon, and,
it is said, will name their own com
mitteo and depository.

Street Curb today, but business" was
limited by th,o almost complete ab
sence of offerings, and buying orders
could only bo filled in the leading issues
by advancing bl'ds.
This was especially the caso in Gen
eral Asphalt, which has been in per
sistent demand slnco It had the violent
break last week, and has been moving
upward from tho low levol which was
then established. Today, buying orders
camo in this stock from several sources
nnd, although it reacted early to 51 Mi,
It moved up to 54 beforo midday.
Carib Syndlcato was anothor strong
feature, advancing from 12 to 13 on
small trading. A good tone was shown
in tho Wyoming oils.
North Amorlcnn Paper, after its
break last week, was firm, selling today
at Wi to 4. United Retail Candy was
quiet, with a small amount of business
being transacted nt 11, Submarine
Boat sold nt llty.

The foreign political situation, how
ever, was anything but reassuring and
prospects for the yield of the spring crop
wore less favorable. This helped to
check tolling on a big scale, but small
!otn came on the market auite persist
ently. Hedging sales also were in evi
dence. There was somo buying by n
leading elevator concern.
While the movement was not largo,
the country was offering more freely,
and advices from both Great Britain
and France said that native grnln was
begiuing to come forward nnd was sup
