than food, livestock, coal and govern
ment shipments have been restored by
the Pennsylvania Itnllrond In the Phil
adelphia district In order that strict
control of car movements can be main
tained 'durlng.tlie present car shortage.
Under the embargoes, shipments tan
be made in nnd out of the cltv, hut
only by pievlously filing application for
cars nnd specifying the use to which
they will be put. These regulations,
made possible by the recent order of the
Interstate Commerce Commission re
storing wnr-Hmn regulations on account
of the car shortage, are the same as
those which wcro In effect during gov
ernment control of railroads.
