high court of internatldnal justice. Tho
plan, which although adopted without
opposition Is subject to second read
ing, provides the judges will bo chosen
by tho assembly and council of tho
League of Nations from a list drawn
by the existing court of arbltratlorf-'at
Tho Hague.
Judges of each nation represented in
tho court will be asked to name not
moro than six candidates, of whom not
moro than two can bo their own. na
tionals. These national groups "will be
requested to mnko their own selections,
nfter consulting the highest judicial
authorities of their respective countries.
