banks, trust companies and other
financial Institutions were open for
business as usual today, but they llke

day. Tho holiday which Wall street la
taking also marks tho end of tho first
half of tho year. Tho first six months
of 1020 were anything but encouraging
to the market world. To the contrary,
measured by tho pronounced doprccia-

certlng period. Tho unsettloment,
however, was not alone confined to tho
market world, but extended virtually
lo all avenues of Industry, commerce
and finance. It marked tho transition
from n period of Inflation to one of do
nation. It wns the effort to accom

Whllo tho country at large from a
financial viewpoint has been skating on
mighty thin Ice and developments of
recent months have disclosed concluslvo
ly that, although wo were In a very
ticklish position, thcro was virtually no
room nor much of the irresponsible pre
dictions of a bad smashup before the fall
months wero upon us. It Is true, o
are not yet out of tho woods, and should
somothing slip, tilings might become un
pleasant. Still there are many reasoni
for believing tho situation is well in
hand. In truth, many of tho recog
nized judges are of the opinion the real
crisis has passed, although tho patient
Ptlll requires a prolonged period of
careful and scientific nursing.

close student of the situation recognizes
tho nbbnormal high Interest rates ex
nctcd for money would alone account
for tho wido depreciation. Money, liko
wnter, always finds Its level, nnd it Is
the snme with the average price level of
securities. When thcro Is plethora of
loanablo funds the prices of securities
rise to n level commensurate with the
earning power of money. Likewise,
when loaning rates ascend to lofty
levola. security values accordingly sink
to a ievel whero tho investment return
equalizes tho parity of tho interest
rates.
I5y reason of extravngant specula
tion in all forms, ns n consequent of the
world war, the efforts to readjust the
seriously strained credit situation have
required a great deal of skill and tact
in order not to bring nbout n serloun
disarrangement of tender fabric of
the country's credit position. The
progress, it Is true, has been slow, but
the rigid enforcement of the embargo
against all unessential loans has served
to curb tho further spread of tho dan
gerous speculation and inflation, and
brought tho country nt largo down to
earth.
As the corrective steps taken last
fall wero not productivo of tho desired
results, naturally more htrlngout nnd
drastic steps wore applied, nnd which
have been constantly in force during tho
entire first half of tho current year.
This resulted in tho practical with
drawal of funds for stock market pur
poses. Time funds during the six mouths
for most of tho tlmo wero virtually
unobtainable, even at bids of 8 to 0
per cent.
Wall street during the six months, or
at least during tho greater part of that
period, was compollcd to do business en
tirely in call or demand loans. In other
words, in day to day borrowing. Hates
exacted for this accommodation ranged
anywhere from 0 to 17 per cent, nnd
it would be fair to state that the aver
age has been clobo to 8 per cent. Such
prohibitive rates naturally had ono ro
suit. It cut speculative activity down to
the lowest minimum experienced in Wall
street in many years. It produced n
thorough liquidation of speculative ac
counts, and tho corresponding reduction
in brokers' loans, which (today nro
about tho Hiniillcit in tho history of the
street.

plled also to tho commodity markets,
and elsewhere, whero tho speculative
Miirit of inflation had run rampant.
liusincsH lias felt tho pinch, nnd al
ready has had Its effects in curtailing
operations. Tho progress of tho deflation
policy waB bcriously interrupted and
handicapped- by rensqn of tho pro
tracted strikes of the railroad men and
the tie-up of tho transportation In
dustry. This has naturally seriously
blocked tho curtailment of outstanding
commercial loans, by reason of tho iti
ftbllity to ship finished products or oh
tain tho necessary raw materials.
All of this, of course, is tn n lnreii
extent past history now, nnd Its present
and future effects have been measured
and weighed by tho prolonged decline in
"-uuruy vniues. under tno circum
stances It would seem to bo altogether
cafe to say that tho second half of 1020
opens under much moro propitious pros
pects than did tlm fli-xt linlf nt ti.n
year. Unless somo unforeseen dlsnster
occurs, it is altogether reasonable to
look, in so far as the stock market Is
concerned, for much improved condi
tions during tho next six months. Somo
??.' no ono will ever see tho prices of

Mall order houses in their Juno business

neo. but nlso failed to keen up the per
centage of gnln scored In tho first
months of 1020. Collections continue
good and retnll dealers have generally
been successful In effecting satisfactory
clearance sales.
Tho railroad conditions nre still far
from normal, and .the roods aro unable
to copo successfully with tho problem
of distributing tho vast amount of mer
chandise offered. In somo directions,
gradual Improvement Is noted In trans
portation conditions, but tho big indus
tries nro still much handicapped by the
lack of adequate facilities.
Tho cron outlook is, in tho main, sat
isfactory. Shipments of 1010 grain nro
being inado in somewhat larger volumo,
clearing tho way for tho new crop move
ment. High prlcci nro being paid for
grain of all kinds, no serious setback
having yet taken place in values. An
n result, tho great buying power of the
West ia being further augmented.
Tho stool nnd iron plants hnvo plenty
of orders, but nre unable to run to tho
capacity desired, owing to difficulties
both in obtaining raw materials nnd in
making shipments. Building operations
nt Chicago nnd othor western centers
nro being held down for tho snmn
reasons. Uncertainty over labor nnd
tho price of supplies hnvo caused con
tractors and builders to hold off. Tho
result is building will corao up to early
expectations
