The S per pent renewal rate for call loans supplied sufficient reasons for the lifeless state of the stock market. The practical suspension of speculative activities, in turn, supplied sufficient reasons for the apparent sagging ten dency of the general list, more espe cially some of the recent active specula tive favorites. Then, again, it takes time for these funds, after being drawn from the banks, to flow back into the regular channels of business again. 'Wall street did not appear to be pay ing much attention to the outlaw rail road strike which, it is generally be lieved, will be short-lived. In all events it was ignored in so far as the railroad stocks were concerned. It lias been many months since such a stagnant opening has been experi enced. The lack of interest perhaps may be better appreciated from the fact that some of the usual leaders, including United States Steel, were un quoted In the first ten minutes of the morning session. Price movement wns ragged, with about an equal distribution of gains and declines, but nftcr the fir.st half hour a droopinj tendency developed In nearly all parts of the list. Pools tried to enlist public interest in the chemical issues, but met with scant success. Although call loans held nt their initial quotation until noon, then advanced to 0 per ceut, it apparently required little pressure to effect further recessions. Steels, equipments, oils, motors and shippings, as well as spe cialties of tobacco and textile groups, fell back 1 to 3 points Noithern Pacific and Reading led a moderate reaction in the rails. Losses were extended in the last hour when call money duplicated yester day's maximum rate of 11 per ceut. Steels, equipments and motors were most vulnerable. LISTLESS TRADING , IN LOCAL SHARES ! Electric Storage Battery Stock I Allotment Proved to Be Discounted Except for the S3 decline in Electric Storago nattery the local market con tinued of the same colorless character. The drop In Electric Storage nattery to 121, or .fi under the recent top price, indicated the formal announce ment of the stock allotment had been discounted, when the stock wns carried up 1) points last week on the street re ports. The official statement and pro visions of the allotment differed little from the street gossip. As expressed yesterday, opinion (.netned to prevail that by reason of the tight money mar ket the stimulating influence of the in cldent would be cnnsiderablv lessened. The difficulty to obtain sufficient funds to take up the allotment took much of the cream out of the pie. Money was tighter in Philadelphia to day than it hns been at any time during the stringent period. The banks were expecting a call from the comptroller, which Influenced them to take every step to strengthen the reserve position. Nat urally the stock market suffered, and business was on a very limited scale.
