Mr. Koi. opened his remarks by stat ing that, before the war, this country was producing a 20 per cent surplus, which it was necessary to dispose of outside tho country. During the war period, in order to meet the extraor dinary demand for the equipment nnd provision of 2.000,000 men, their trans portation apt! keep .1000 miles nway, tbo manufacturing plants of the coun try were expanded about 710 per cent. For four years, he said, domestic de mands were nut to one side so that our plants could supply the demands of our. own and our Allies' army necus. since thp armistice, he added. thi domestic demand, which was dammed up. hns broken loose, and an era of wasteful extraragancc followed, till today wc have almost caught up, nnd before long wc will again be piling up our former surplus, augmented by the additional production from our extended plants.. The necessity of finding on outlet in wider foreign markets than we held previously, Mr. Kcls said, was obvious, but the difficulty In providing the nee cssary credit- for longer periods thnn wc' have been accustomed to is, he said, the most' serious problem facing thesAmerican producer today". Ho enumerated a number of ways for getting around the difficulty, but ac knowledged that tho only practical so lution, offered up to the present, lay in the Edge act which, while not perfect, offered a basis on which to make" tf be ginning. Mr Keis advocated the starting of an Edge bonk big enough, at first, to ac commodate the manufacturer and ex rjorters of Boston, New Tork nnd Phila delphia and said that experience would dictate tho opening qf other Edge banks Ip various places as needed. Mr. Keis remarked that this country Is in need of big bankers, with international vision and' experience, and said tlint nt pres ent it would be impossible to sell to the investing public In America any for eign securities other than the govern-, ment and municipal securities which are now being sold by tho lending houses. By foreign securities, he said, he meant the bonds of industrial or public utility concerns, such as are offered by our own local concerns, nnd he ndvo cated the establishment of "Edge bnnks, part of whose functions would be to take such securities in the foreign coun tries and issue their owu debentures against them. In the dlscusitnn which followed It appeared thnt the difficulty in providing rcdit for the importers and manufac turers in these foreign countries was confined principally to new customers, whose business reputnllons had to be learned, rather than to tho old tried customers. Kor these latter it was evi dent the. present means available for granting time -credits nrc sufficient. Every one present was impressed with the imperative importapce of tho subject and the necessity for an early move to crystalize Into action the ideas advanced, especially the establishment of an Edge bank, and the familiariza tion of exporters With what such n bank can do for them and what are its limitations, If wo are not only to hold such foreign trade at we now have, but to extend it In a way to absorb the surplus which wc expect to pro duce. It was suggested that American ex porters should be encouraged in Rome way to send to some central bureau a clear statement of any difficulties they find in their way in the establishment of credits in these foreign countries in pursuance of an extension of their for eign trade. A banker was speaking about forcigu business and remarked that in many countries the balance of trade Is nt present running ngnlnst the United Htatcs. According to the figures just made public by the Department of Commerce nt Washington, he said, Asia. Afrlm nnd South America during February continued to Increase their trade bal ances against us. Imports from Africa, he said, exceeded exports to that coun try by $18,000,000. nnd while Asia pur chased $0.8.000,000 of merchandise from us, she sold us $117,000,000.
