One of the men on the side lines, who i.s legarded as, in a measure, lesponsible for the attitude of Develin and Burch, has this to say about the situation : "The fight that is being made by the two councilmen against the Councils' job nnd salary bill Is not a fight for division of the offices. We ate, though, dissatisfied and indignant at the man ner in which we have been treated. Al though we were responsible for the Mayor's election, we tire ignored when it comes doun to a discussion of ques tions of policv in which we arc vitally interested. The Mayor seeks council elsewhere. I believe that they have assumed their present position from the highest motives on the ground of econ omy and municipal reform. The Independents did maintain an organization and fought battles un der the banner of the Town Meeting party when they had only faint ehuuees of success. One (solution of the vexed problem of whnt is claimed to be a lack of repre sentation in the inner councils of the administration has been suggested, viz, that ono man, conspicuous in the coun cils of Hie Independents, be represented in any future conferences or confabs. This would eliminate, or ot least should, any cause for complaint. Mayor Moore regards these Inde pendent claims of unfairness as wholly untename. , in a personal letter to every member of Council he han invited them to call upon him and dlncuss all questions of general interest connected with municipal reform or the affairs of tho administration. But this has been ignored. Charge Attempt to Force Mayor's Hand Mayor Moore's advisers say that au attempt is being mode to force his hand ; that they have ihtimato knowledge that a rival strategy board has been at work with the purpose of dominating affairs and assuming the direction of every thing not connected with bi3 personal policy. This cabal, they say, is composed of n little handful of Town Meeting men who are seeking pcrson.il aggrandize ment. Tho Mayor seeks to lie intpiirlinl as among the elements contributing to his election. However, lie does not do siro personal relations with any man or set of men who, while profcssin-i friend ship, stand ready to wreck his gooil govcrnment plans unless they are placated and their wWlies referred to. An additional evidence of their dc slgus was that Councilmen Develin and Ilurch gave not the slightest intimation of their obstructive action until u few hours before tbo meeting ot Council, in which they declared their purpose to antagonize, tho employes' bill.
