New York, Feb. 7. Snowbound New
Xork marshaled all its forces today in a
prodiBous effort to extrictite itself from
the paralyzing grip of a storm that has
reminded old-timers of the classic bliz
zard of 1888.
Spurred by Mayor Hylan's proclama
tion urging the suspension of all but
vitally necessary trucking traffic for a
period of three days, big trucking cor
porations, the great metropolitan de
partment stores and others turned over
their autotrucks and drivers to cart the
bhoyv to piers where steamship com
panies loaned their employes for the
task of dumping it into the harbor.
Hundreds of stores set their employes
to work with shovels. The street-cleaning
department, still short of about
10,000 shovelers, renewed its efforts to
Induce more men to join the ranks.
Special attention was given to digging
firn hydrants out of great piles of snow.
Trucking in the city's snow-filled
streets was restricted to thoso engaged
in moving food, fuel, milk and news
papers. Private passenger cars, except
those used by physicians, have been
placed under the embargo until Tuesday
morning.
The traction comnanles. worn nut hv
the strenuous efforts of three days,
struggled grimly to restore traffic on the
surface lines to something approaching
me normal ana succeeded in a measure.
Lines of street cars, frozen to the rails
for a day or more in the heart of tho
city, told the story of tho company's
tribulations.
Many outlying towns, however, still
were isolated early today, and every
hour brought fresh tales of woe from
seashore resorts, where great tides- had
caused desolation and added to the
hardships wrought by the snow and
Ice.
Snow-covered trains from tho West
and New England crept into the rail
way terminals hours behind their sched
ules. Hotels were crowded beyond ca
pacity, due largely to the Inability of
many commuters to reach their homes.

tractors arc not giving us any assistance
whatever, and the situation rs becom
ing serious. I have issued order
after order directing the contractors to
clear the street intersections in their
districts and clean the inlets, but as
far as I can see they have not done a
thing."
"The street crossings all over town
are in a disgraceful condition. Persons
using them have to wado thtough snow
up to their ankles. Suppose a thaw
was to come, with the inlets choked
with dirt and ice J why, tho streets
would be knee-deep with water. And it
is all because these contractors have re
fused to obey orders issued from this
department to put men on the' job.
"It doesn't pay to treat these con
tractors with kindness, so I have noti
fied them both by letter and telephone to
meet Director Winston and myself at
my office tomorrow morning, and wo
will find out what they mean by falling
down on their jobs. I do not propose
to dilly-dally with them any longer.
They cannot do any street-cleaning work
now, but they can keep tho Intersections
clear of snow, and I propose to have
them do it, or 1 will know the reason
why."
Whllo the conference was gotug on
this morning the sun came out for tho
first time In days ,a welcome visitor,
and under its influence the snow and
ice' began to melt. Mild temperatures
are expected lor the rest of tho day
and tonight, but the bright sunshine
of today is destined to be partly hid
den tomorrow by clouds, according to
the forecaster.
Daniels Says Sims

Mr. Daniels said he replied that in
view of the action token, presumably
before President Wilson's request
reached the king, there was nothing that
could be doue and that, of course, the
decorations already accepted could not
be returned. He expressed the hope
at the time, he said, that no other for
eign decorations would be given, except
such as might be uwarded for courage
ous conduct In battle.
Admiral Sims was In favor of for
eign decorations for American naval of
ficers, Mr. Daniels continued, holding
that they would help the morale. Mr.
Daniels told the committee he opposed
this view and that Admirals Rodman
and Strauss were reluctant to accept
decorations from the King of England.

Others at the conference, and their
districts, were as follows:

For two hours Chief Hepburn and
the contractors wrangled over the con
dition of the streets. Chief Hepburn
accused them of "willful neglect, re
sulting in disgraceful conditions." They
answered that they had been unable to
obtain sufficient men to do the work re
quired.
Unlet Hepburn called the attention of
the contractors to clauses in their con
tracts requiring them to maintain a
working force, winter and summer, suf
ficient to keep the streets clean. Ilo
charged that they had laid oft a larce
proportion of their men for the wintejn

handed in the present emergency. He
emphasized their obligation, under the
terms of their contract, to clean the
street intersections and free sewer open
ings and fireplugs of snow during win
ter storm.
Contracts Overlap
After the conference Chief Hepburn
and the contractors visited Director
Winston, of the Department of Public
Works, and told him what had taken
plncc. Afterward Director Winston ex
pressed the opinion that the trouble
arose partly from overlapping street
cleaning and snow-removal contracts.
When the contractors used their men
to carry out the provisions of one con
tract, the director said, they were al
most sure to fall down on the other.
This did not apply to Senator Vare, he
said.

Chief Hepburn gave out a statement
later discussing the snow-removal
situation. He said:

Now York. Feb. 7. Thirty-two pas-
spngera and twenty-eight members of
the crew of the steamship PrinccBS Anne,
which stranded on a sand bar at Rocka
war Point Thursday night whllo bound
from Norfolk, Va,, to this city, were
landed ncro by a police boat shortly
after one o'clock this afternoon. Forty-
tour members of the crew remained
aboard tho distressed vessel.
Cantaln Frank Scav. of Norfolk, who
was Injured while navigating the boat
through the storm, was among those
landed.
The rescue work was begun by boat
from the coast guard cutter Manhattan
at 11 a. m. today. The coast guard
crew from the shore station also suc
ceeded in launching one of its boats and
proceeded toward the ship. Two barges
from the Manhattan were used.
Reports from coast guard station No.
02, located at Rockaway Point, stated
that at 10 a. m. the seas had moder
ated considerably and that an attempt
would be made soon to take off the

Regrets Sims Recommendation
"Every word that I have said of Ad
miral Sims's ability and brilliancy in
certain lines is true." Mr. Daniels ad
mitted, "but had I known what has
developed since I shouldn't have recom
mended that he be made an admiral for
life. I wish to give some reasons why
I would not make that recommendation
now :
"One reason is a statement made re
cently in the House of Representatives
by Representative Byrnes, in which ke
said that while in Paris in October.
1918, he talked to Admiral Sims, and
Sims praised the British army highly,
declaring that an armistice would have
to be signed because Pershing had been
unable to break through the German
line, due to n breakdown in the Ameri
ran crvlce of transportation and greatly
minimizing the service of the American
navy in the war.
"Afterward. Representative Byrnes
said, he visited Pershing's headquarters
and learned that SIms'b charge was en
tirely unfounded.
Six to Wbom Navy Owes Most
"There were six men to whom the
navy owes most tor its success, une
first 1r Admiral Benson, who directed '
operations. lhe second 13 Admiral
Mayo, who commanded tho Atlantic
fleet durin gthe war. Then there was
Admiral Sims, who we selected becnuse
he had a large acquaintance abroad.
Then there is Admiral Wilson.
"To give you the whole story, we
decided to send Wilson abroad, as the
man of the best Doisc among younger
officers. We intended to put him in
charge of the cruiser force, to protect 1
our ships. And tnen mere was aq
ralral Rodman, in charge of dread
aughts, and then there was Admiral
Gleaves, who directed the transport."
Turning to Admiral Sims's recom
mendations for awards for American
officers, Daniels said the admiral "never
made a single recommendation for dec
orations in accordance with the law."
"He never get forth any specific act
or Bervice of an officer in his recom
mendations until the Knight board ad
journed," declared the secretary. "His
recommendations just named the men
without any reason."
