Von Falkenhausen, the Governor General, was less courteous, but doubtless he had little time for the amenities in that eentful November, 1918. fe The day before the armistice was signed delegates from the "Republic of Hamburg" arrived in Brus sels. Tho military commander of thi city addressed a crowd of soldiers and civilians from a balcony. "Three million Germans havo been killed during the war," ho said. "That is sufficient. Let us have peace." Goneral .on Falkenhausen received the delegates, and after an interview of an hour he announced that ho had resigned and accepted tho delegates' terms. These were: First, immediate peace; second, that telegrams bo sent to the front instructing the soldiers to return to Germany; third, that no orders be given without the con sent of the poldiers' committee, and fourth, that all units, from division to company, shall elect representatives to the soldiers' committee. The Governor General asked that the Germans depart peaceably and respect life and property. German officers then of their own volition began to strip the insignia from their uniforms. Others, true to German traditions, entered the park which had been closed to the public for four years, smashed the marble slabs sur rounding tho ponds, broke their guns and threw the barrels into the water. Dear Baron Your letter dated Juno 12 brings ror a very disappointing answer to the two petitions made by me in the firm hope that this time, at all event'. I should meet with no refusal; the refusal is alasl un conditional. Thus out of the 450 mattresses of these poor and infirm old men in the Home of the Rue Haute, his Excellency the Governor General has or dered 400 to be commandeered and you tell me in his name that fifty mattrcs-bcs for fifty of the more se rious cases must suffice. I am amazed at such language and must confes that discussion is quite beyond me. Tor months, your agents hac invaded, sometimes in one district, some times in another, the homes, hospitals, orphanages, and made the aged, the sick, the dying and orphan children sleep on straw, or on some indefinable sub stitute to which in any case those interested prefer straw. These facts go so far beyond the limits of what wc Belgians would hae believed possible that wc look on them with amazement, scarcely bclioing gr-ijllic evidence of our own eyes. The odiousness of these repeated requisitions takes our breath away. Out when the heartrending appeal of tho Little Sisters of the Poor, in favor of the aged under their care, in Rue Haute at Brussels, came to my ears, I was under the impression, quite wrongly as I see now, that the distress of these saintly women and the fate that awaits their charges would evoke feel ings of sympathy, but, alas, for tho sad searing of conscience bi ought about by militarism! You imagine also that it is possible for prisoners, weakened by the hardships they have undergone and thr mental strain lesulting from several months of confinement, to remain fasting until 9 a. m. or even 'ater, when they go to communion on Sundays. The 1 question naturally arises as to how tho concession I have applied for can possibly be prejudicial to the discipline of tho Kommandantur prison, especially as there are generally some priests among the prisoners who would only be too glad to say mass for them at an earlier hour and yet you refuse to grant it! Once more I am silent You cut me short Furlhcrrnoio you state, incidentally, that the spir itual needs of the prisoners are not very great. Now many of them on theii release have told me that they suffered greatly from a lack of the consolations of our holy religion. But all are not heroes. To overcome the repugnance certain patriotic souls naturally feel toward making their confession to a priest who is for them a constant reminder of an enemy power, to lcmam fasting until a late hour in the morning, when their whole organism is cx. hausted, both call for more than average irtue, and this is precisely the icason why I hac for four whole years implored every successive and competent Ger man authority to grant military and civilian prison ers adequate facilities for approaching the sacra ments, both here and in Germany. But in spite of the loudest public professions of regard for the spiritual welfare of Catholic prisoners, I hac met with an ob stinate refusal right up to this day. Malincs CHAPTER XLIX ie Belgian Bishops Formally Protest Against the Imperial Government's Project to Utilize Certain "Catholic Churches for Prolcslant "Worship Archbishop's House, Malincs, July S, 191S. Falkenhausen, Governor General T Baron von Brussels. Excellency We hae learned that the Imperial Government in Belgium has conceived the project of using certain of our Catholic churches for Protestant worship. Filled with consternation at the announcement of this danger, we deem it our episcopal duty to lose no time in doing our utmost to oppose unanimously the measuie with which we are thieatcned and to declare that it is an encroachment on the sacred rights of the Church and wounding to tho susceptibilities of our flock. In virtuo of their solemn consecration or blessing our churches arc dedicated exclusively and forever to Cntholic worship. To hand them over arbitrarily for another purpose is in the eyes. of tho Church tanta mount to an odious, if not actually a sacrilegious, desecration, and so true is this that in certain cases provided for by canon law, a church thus desecrated has to bo reconciled by expiatory rites before it can bo restored to Catholic worship. Thcso joint churches havo been and arc still proscribed in numerous decrees emanating from the Roman congregations and condemned by theologians. So great is tho number and such the harmony existing between these various decisions, that they consti tute an acquired light in law. In countries where these joint Catholic and Protestant churches are in vogue the practice is merely tolerated by Rome and the Holy See has explicitly declared that it cannot bo introduced elsewhere. The teaching of the Catholic faculties in tho German universities is identical with what we have just laid down. Article 14 of the Bel gian constitution also guarantees liberty of worship in public as well as privately. Is there any one bold enough to maintain that tho measure they contem plate inflicting upon us is in no way prejudicial to Catholic worship? The Hague conference expressly laid down in Article 46: "Religious convictions and the exercise of public worship must be respected." This parading of a form of worship antagonistic to their own in their very sanctuaries would inflict a deep wound on the feelings of our faithful people, and it is precisely on the ground of scandal that the prohibition of the Roman congregations is based. The Belgian people in general, whether in town or in the country, arc stanch in their allegiance to the historicaf traditions of the Roman Church. The sight of unbelievers and Catholics worshiping in the same church woud be inflicting an outrage upon sorely wounded consciences and a painful scandal to pious persons, in whose judgment this promiscuity will ever lemain an unwilled for and odious desecration. Let us add that the projected scheme would only accentu ate the discontent, hidden yet keenly felt, caused by the physical and moral sufferings the Belgian nation has gone through during the four years and which weigh more and more heavily upon them as the days go by. The General Government cannot even allege as a pretext tho absence of secular buildings where the Evangelical services can be carried out with due decorum. Wc undertake to point out, in all the dis tricts where the occupying power calls for one, a hall where lcligious service can be held without objection. Whatever happens, we will not have recourse to resistance by force; our dignity forbids us; but we, protest and we continue to protest against the viola lions of canon law, of Belgian constitutional law and of international law. We can never of our own free will connive at the regime of joint churches. If it bo established, iC will be so in spite of us. May it please God to enlighten the Imperial Gov ernment on the bearing and disastrous consequences of the policy it contemplated adopting and make it refrain from proceeding further with it, thus sparing the Belgian people, the clergy and the faithful this fresh calamity. . When in tho course of tho week families see the ab sent ones returning to their homes they will feel rising in them generous desires of reconciliation and forgiveness. I have the honor to join to my letter a copy of the communication to be made to my flock. I feel sure I am voicing tho wishes of our people, when, in their name as well as in my own, I beg you to tell tho authorities, whose representative you are , among us, how greatly we appreciate the benevolent action of which your government's initiative is a proof and with what earnestness wc long for the realization of tho hopes your promise has raised in our hearts. He brought word to me that Belgian political prisoners, interned either in Belgium or in Germany, and the Belgians deported into Germany will be re leased as soon as Belgium is evacuated. The leleaso of those detained in the prisons of occupied Belgium, outside the military areas, will begin from Monday, 21st inst. Ladies, lawyers, doctors have thus been evicted from their houses. And yet places of amusement, concert halls and theatres, which would be admirably adapted for the installation of officers, are left open. The occupation of those places would, moreover, have a salutary moral effect I know that the jurisdiction of His Excellency the Governor General does not extend to the war zone, but I thought that hit. great influence might indirectly bo used, and with success, in the interest of Malincs families and of public order. I avail mysplf of this opportunity to thank jou for the relea'se already granted to prisoneis and also ask you to kindly stimulate the zeal of the official commissioned to carry out the work of release.
