I cannot refrain from refilling certain insinua
tion it contains aiuf calling your Imminence's atten
tion to some points which escaped youi notice when
ventilating your grievances avd making hno.uii your (

Your Einincitcc regrets that agricultural pYo
duceis tiardlji obtainable and only at exorbitant prices.
On this occasion you. are ngkt in recalling the prom
ises made by the late Baron von Bissmg to the rep
resentatives of neutral countries and the Belgian
people, io forbid the exportation of foodstuffs, with
certain exceptions provided for in the contracts. It
could not ha-Vc escaped your notirc that tlm promiai

of occupation was a purely voluntary act on hin part'
in favor of tlie Belgians, for you, must remember that

eun. free will, the Governor General has always ob
frvei in its entirety. This, I am glad to sect your
Eminence docs not call into question in your letter.
You. ask where the foodstuffs d'stinid for the Bel
gian people ultimately go. I would ,-emind you that
the Governor General in numerous notices to the
people lias shown that great 'quantities of foodstuffs
were acquired by the wealthy to the detriment of the
bulk of the people. It is the rich who arc unpatriotic
enough to pay middlemen exorbitant prices, ouch as
arc mentioned in your Eminence's letter. Small
farmers and holders of monopolies enrich themselves
by fraudue.ntly disposing of foodstuffs which the
Governor General in his solicitude endeavors to put
on the market , at' reasonable prices for sale to thr
less fortunate and needy classes. Numerous orders
nnd. decrees of all kinds, and quite lately the new order
in virtue of which more severe penalties than ever are
to be inflicted on profiteers, are so many proofs of the
fight which the "Ccntrals' and other organizations
created by the Governor General arc carrying on
ogainst a fraction .of the population for the benefit of
the masses. Your Eminence yourself, in your pastoral
letter of last spring, Showed that the wretched itatc
of things now obtained must be laid at the door of the
profiteers. You. made a solemn appeal to, the eon
eienees of peasantc wlu liavc proved to be unpa
triotic. At the time of these declarations people com
plained to the German authorities that the clergy had
fot exercised its weighty influence to remedy the sad
plight in which the Belgian people finds itself. In
spite of all this you' throw all the responsibility on
the "Centrals'1 and ignore,tlus untiring efforts of the
Governor General and his officials to insure the just
end equitable distribution of all agricultural produce.'
Of course they do not always succeed in overcoming.
the resistance made by certain sectioiw of the popu
lation at the instigation of vested interests. The same
pftnomiia ard to be found in all countries involved in
the war. Nowhcro have thc-organuations created to
w-eet new BttuatfoftS succeeded in finding definite solu
tions to the grave problems aricing out of the war in
every country nor for the changes in economic condi
tions which are itt inevitable consequence.
As regards the difficulties in the coai supply, the
question is primarily one of transport. Belgium, so
far as this goeo, finds herself in precisely the same
plight as other countries.
Your Eminence reminds me that the occupier has
the right to.maintain public order and life. The nu
merous tordere of tho Governor General, whose pur
pose it i to insure the feeding of the Belgian people,
aiid the unceasing efforts of the officials placed under
him, the penalties ever ivcreacing in severity against
prdfiteering in foodstuffs and against all who disobey

ofTcr to transmit a sealed letter to the 'head Catholic
chaplain, Mgr. Joppen.
It itt true, then, that in spite of all the promiss
made to hin HolincLa and to us. tho Dean Ju1p.k Her
man will not recover his liberty. The case is one of
, thc numerous applications of a process inadmissible
in justice. When the tribunal sentences a prisoner to
a definite penalty anJlthupenalty B paIf( ti,c prisoner
has a right to his liberty. But now, without a new
' trial, ny an arbitrary decision he is kept in exile.
Among tho numerous victims of this procedure I may
mention the mayor of Malincs, M. .Charles Dessain;
t-c dean of Orp-le-Grand, M. Herman, and my secre
tary, Canon Loncin.
I know that people arc tjrying to be disagreeable
lo mo. out is this a reason for condoning an injustice?

Convent at Malines. Tin's letter speaks of tho "spirit

This is erroneously identifying wjth a "rebellion"
a passive resistance dictated by motives of conscience;
ffnd wjth the "laws of the country" measures fabri
cated for no other purposo than to overturn them.
Furthermore, supposing tho training colleges had
brolcen the laws of the country, it does not follow
mat it was uermissjble to shut the Catholic secondary
- school ami the Catholic primary fcchool, which, though
under tho same roof as the training college, had noth
ing in common wjth it. The closing of these two
schools is a severe blow to the freedom of education,
i still hopo that the line of 'action taken against these
innocent nuns will not be continued with.t
As regards the "Centrals," it is not possible for
you not to feel the weakness of your pleading.
No doubt I have reminded small farmers of the
obligations charity and common fairness imposed upon
them, because I held that we must tell tho truth even
io our friends, but you will notice that I immediately
subjoined: "I am' fully aware that tho primary rc--eponsibility
ferjhc cfjairdoes not rest with the small
farmers." In a do'c'umont-jntended for public reading in
..the churches, I could not be more precise than this,
out; you are too circumspect pot to see that I did not
even mention the word "Central." Do not place any
additional burden on the shoulderg of the small farm
crs. Yqu have already weighed down and drained
them by the fines .you have Inflicted. "The Central" is
but an octopus whose spreading tentacles unceasingly
absorb the vital resources of the country. Leave tho
permanent deputations nnd the national Committee to
-preside over the distribution of fooej and coal and then
the people will be nourished and warmed and you
will no longer incur the reproach of having favored
Germany and engaged in commerce with the neutral
countries to our detriment.
