Professor Declares
IS VISITING PHILADELPHIA
"There is no such finoni'inl rinhar
tafesmont among English universities
and colleges an exists today in this
country."
The nutliority for this statement 1h
Prof. Arthur P. Newton, of the T'ni
vornlty College and King'H College.
London University, who is visiting
Thilndclphln.
"pver there," he said, "the universi-
Ucs;nrp nil drawing nine., more heavily
on the fiuaneial nid of the suite and
also of the municipal government than
they ever did before the war, and us n
tesnlt..thcy arc not feeling the pinch
which seems so evident in the United
States. i
"Another hint which I think Amer
ican institutions might talsc," vent on;
Doctor Newton, "is the u-c of private
bnevolences for the endowment of
Chairs and the formations of research
departments nnd libraries, and not fur
buildings. Teachers' and lecturer:-.'
Balaries in England have been raised
to a degree commensurate with the-increase
in other lines."
Expects V. S. Soldiers to Kehiru
According to Doctor Newton, n large
proportion of the American KOldiern
who took courses, at English univend- I
tits during the war. of a technical ua- I
ture, declared their intention, of re
turning to take graduate work after
they had obtained their bachelor's de
grees at their own American nlma
maters. He expressed the hope that
next year would see a great influx of
American men Into English colleges,
especially In a course In whfch he is
much interested, that of commerce.
"It is not," ho explained, "any
thing in the nature of that given nt the
WhArton School of theMJaivcrslty or
Pennsylvania. - ..
"London commercial and trtdo lefid
cra arc working hand in hfttltl with
promtifent educators, and the course, in
the London School of Comniercc Is one
of the results. The -degree is that of
It-Con... and in time It Is hoped to have
n mastcr'a degree in the same subject.
"It is aimed to give men both a prac
tical and a theoretical knowledge of the
xyorld trade conditions'. Large London
manufacturing and commercial houses
send their clerks and employes to tnkc
the three,-year courso which Includes
geography, history, a study of goods
and rnw products, ome science and ac
counting. When they return to their
respective firms, they are fitted to take
an active nud leading part in Dnglaud's
commercial enterprise."
The commerce course is n part of the
University of London. It was first
planned by the commercial committee
nf the university, of which Doctor New
ton, who Is a prominent historian, was
a member.
F'eani for American Industry
Doctor Newton expressed fears for
the industrial and commercial situation
iu this country. Whereas he found Eng
land becoming rapidly more) sctUcd nnd
Itn atfalrs clearing,, bo was alarmed at
the turbulent situation hero.
"High rates of exchange will mater
ially hurt the position of the United
Stritos in the world trade," ho said,
'because Englartd can produce manu
factured goods at such greatly reduced
prices. And over there, too, wo have
definitely established collective bargain
ing, while you are still struggling
among yourselves with no hope of
settlement In view."
"Undigested foreigners" was the
rcasou given by Doctor Newton for the
troubled commercial and labor ques
tion here.
