Internal Revenue Commissioner Roper is still looking about for a man who will have the entire confidence of the public and at the same time the ability to en force the law with the meager force provided by Congress. The bureau is trying to avoid the mistakes made in some dry states where prohibition laws became exceedingly tinpopulnr because their enforcement was virtually turned over to agents of the Anti-Saloon League, who went to aggravating ex tremes.
