of Russia, as published bv tho I5crlln
Tageblatt nnd reprinted by the Dally
Herald, slfows that Sweden, Norway,
Denmark, Holland, Tlnland, Spain.
Switzerland, Mexico, Chile, Aipteutinn,
Colombia' and Venezuela have been in
vited to Initiate measures to prevent
their nationals from fUKwrlnK in any
trade whatever with Bolshevist Rus
sia. The measures are thus cnunicr-
"First. Refusal of permission to sail
to evory ship bound for a Russian Bol
shevist port and the closing of all ports
to ships from Bolshevist ports.
"Second. Similar reflations to be
adopted with regard to all goods
destined for Russia by any other
.route."
"Third. Tassports will be refused to
all persons to or from Bolshevist Rus
sia. Isolated exceptions may be made
by ngrcemeat of the allied aid asso
ciated powers.
"Fourth. Measures will be taken to
hinder the banks from granting credit
to commercial undertakings in Bol
shevist Russia.
"Fifth. Every government will re
fuse its natlonols any facilities of inter
course with Bolshevist Russia, whether
by post or wireless telegraphy."
Marshal Foch added the following in
struction: "Inform the German Government that
the British and French men-of-war in
tEe gulf of. Finland will continue to
blockade Bolshevist ports and detain
from tho moment they come in sight
ships bound for Bolshevist poits."
The preamble to the note declares
that the open enmity of the Bolshevists
is directed against all governments and
that programs of international revo
lution circulated bv them constitute n
grave dangcY to the national Hecurity

would be desirable that all nations
wishing peace and the "re-establishment
of social order should unite to
gether to resist Bolshevist government.
For this reason, 'it is further de
clared, the allied and associated gov
ernments, after raising the blockade
of Germany, have refused permlbsion
to their subjects, to resume commercial
relations with Bolshevist Russia.
The German Government is requested
to take measures in conformity, with
those enumerated.

Former French Premier Wants
So He May Seek Vote
Tarls, Oct. 17. Joseph Caillaur, for
mer premier of France, who is under
arrest charged with intriguing to bring
about n premature and dishonorable
peace with Germany, will appenr be
fore the high court of the Senate on
October 25, at which time the accusa
tion against him will be read and the
date of his trial determined.
M. Moro-Glafferl, his attorney, -will
ask that""M. Caillaux be admitted to
bail In order that he may be n candi
date iu the constituency of Sarthe,
wh,ere ho has been chosen ns a nominee
by the radical pajty in the event the
high court agrees to n postponement of
the trial and will permit M. Caillaux
to go before tho voters.
If this request is refused M. Moro
GlnfTeri will ask that the trial be de
ferred for six weeks, owing to the
impossibility of bringing witnesses fiom
America In less time.
