the three principal powers upon whose

No Chance for Amendment
The turn of events in the Senate dur
ing the last week demonstrated beyond
nil question that it will be impossible for
the opponents of the league of nntions
to amend it, and. on the other hand,
that it will be impossible to ratify it
without reservations to satisfy those
who are unwilling to accept it in its
present shape.
The rejection of the Fall amendments
last Thursday bj a vote of oS fo 'M in
dicatcs clearly that the opponents of
the league have not the votes to amend
it nnd send it back to the Versailles
Peace Conference for approval.
Thirty votes in favor of amendments
however, out of eighty -eight shows
there are enough opponents of the league
to prevent its ratification as it now
stands, a two-third vote being neces
sary. The present week will in nil proba
bility bring about n show of strength
in the Senate on the Shantung nmend
ments. of which there are several These
amendments will probnbly enrrv more
votes than the Fall amendments did, but
