That is the pica made today by the Bureau of Municipal Research) refer ling to the new branch of the city ad' ministration which comes into being January 5. "The welfare department is new to Philadelphia," a bureau bulletin states. "Thii fact nlono encourages the hope that this department may bo spared from the very beginning the demoraliz ing consequences of 'political' adminis tration. "Whoever is to bo our next Mayor has an unprecedented opportunity to J start the department right by his choice of a director." Department's Opportunities Opportunities before the new depart ment were touched unon as follows: "The new charter gives control over charities, corrections and recreation to this new department. But it does vastly more. It gives tho Council virtually unlimited power in assigning new wel fare functions to this department in these words : " 'It shall also have jurisdiction over such other matters affecting the public welfare' as may bo proveded by ordi nance." "Here, at least, no one can complain of state interference. Here we havo substantially complete home rule. But home rule is no automatic device. If it is 'to be o! benefit at all It must "bo utilised by the local authorities." Candidates Pledget! The bureau pointed out that before the primary both Congressman Moore nnd Judge Patterson assured social workers of their interest in the new department, their replies containing "not merely pleasant words, but in both cases a rather clearly thought out understanding of what the welfare de partment signifies." When they tried to start the machine they discovered that it would not go with kerosene in the tank.
