The ir regularity nnd the marked curtailment of speculative activity was a natural aftermath of the week's violent fluctua tions. With the uncertainty of the labor situation staring them in the face. the trading contingent showed a mnrked disinclination to cither extend existing commitments or put out new lines. Gompers's alarmist telegram put quite a different light on tho labor situation, which up until yesterday had all the earmarks of approaching a happy so lution. There were many, however, to bo found .in the financial community this morning of the opinion that en tirely too much importance had been put on tho incident. This belief no doubt was sincere, yet nouo seems to possess tho courage of their conviction. Like tho majority, they were more in clined to sit tight and await develop ments. One of tho more encouraging features attending the day's brief session was tho increasing degree of resiliency which tho market as a whole developed as the session progressed. This exerted an effective check ngninst renewed aggres siveness on the part of the bearish con tingent, who have grown in rapid num bers the past forty-eight hours. At the same time the constructionists showed little inclination to force ral lies, on the contrary, were disposed to permit the market drift for itself, there by letting it find its own common level. necaue of the week's erratic price movement there was considerable in crease in the familiar week-end evening ready at all times to tuke advantage, of every signs of heaviness, but there was evidently sufficient underlying support ing orders from the more important in terests to offset aggressive drives. There was still considerable discussion concerning the round-up of the Cruclblo shorts. It, however, Is the consensus of opinion In market cir cles that the time has passed for the reports about a privato settlement of shorts In Cruclblo Steel to serve fur ther consideration. Generally It must be assumed that statements that an offer on the part of the shorts to settle pri vately at 225 are correct. Fluctuations were narrow and it nppearcd the easier thing to do to depress values than it was to nhlvancc them. This was doubt less due In large measure to Saturday absenteeism. Those who felt it incum bent unon them to be in their offices or in commission houses were there more in the capacity of watchers than of participants. The fact that the President had re plied to Mr. Oompers'8 telegram, dis patched yesterday, was scarcely a mar ket factor, since the moor icaacr ae clined to divulge its contents. The Street's best guess was that the Presi dent advised patience on the part of the union men in such a mnnncr ns to act as soothing influence nt the Tues day meeting. .fudge Gary stated that no efforts had been made, so for as he knew, to induce him to change his attitude, and, this being so, it Is not probable that much can be done to that end between now and Tuesday. Another bit of interesting news con tained in the Washington dispatch was that there was a good chance of the Kdge bill being Introduced before the day was over. This bill will provide for the organization of corporations un der the aegis of the government whose function will be to establish credits In pursuance of the promotion of other foreign trade.
